The OECD is developing the first international Recommendation on Public Service Leadership and Capability and we want to hear from you. Is the Last Mile the Longest? Economic Gains from Gender Equality in Nordic Countries

Denmark, Finland, Iceland, Norway and Sweden, commonly known as the Nordic countries, have been leaders in the development of modern family and gender policy, and the explicit promotion of gender equality at home, at work, and in public life. Today, on many measures, they boast some of the most gender-equal labour markets in the OECD.This report shows that improvements in gender equality have contributed considerably to economic growth in the Nordic countries. Increases in female employment alone are estimated to account for anywhere between roughly 0.05 and 0.40 percentage points to average annual GDP per capita growth – equivalent to 3 to 20% of total GDP per capita growth over the past 50 years or so, depending on the country.The Nordic countries are closer than most to achieving gender equality in the labour market. But the last mile may well prove to be the longest one. To make further progress, a continued assessment of the effectiveness of existing public policies and workplace practices is needed. Only with resolve and a continued focus can Nordic countries ensure that men and women contribute to their economies and societies in gender equal measure.

Getting Skills Right in Italy

Skill mismatches and shortages are pervasive in the Italian labour market. In light of the many skill challenges, the Italian Government recently launched a set of comprehensive reforms. However, a number of implementation challenges remain, which are discussed in the recently released OECD report Getting Skills Right: Italy.

Italy: no country for young people?

Years after the start of the recession the situation of youth in the Italian labour market remains quite bleak. Nearly one in four young people in Italy are neither in employment, education, or training (NEETs) and many young people lack the right skills. Within this context, the government is introducing promising reforms to give young people a better start in the world of work.

OECD Guidelines on Measuring the Quality of the Working Environment

This publication presents an internationally agreed set of guidelines for producing more comparable statistics on the quality of the working environment, a concept that encompasses all the non-pecuniary aspects of one's job, and is one of the three dimensions of the OECD Job Quality framework. These Guidelines take stock of current data availability in this field, review the analytic and policy uses of these measures, proposes a conceptual framework based on 6 dimensions and 17 characteristics (ranging from physical risk factors and work intensity, through to task discretion, autonomy and opportunities for self-realisation), assesses the statistical quality of measures in this field, and provides guidance to data producers and users on methodological challenges in this field. These Guidelines also include a number of prototype surveys modules that national and international agencies could use in their surveys. These Guidelines have been produced as part of the OECD Better Life Initiative, a pioneering project launched in 2011 with the objective of measuring society's conditions across 11 dimensions of people's well-being. They follow on from similar measurement guidelines on subjective well-being, micro statistics on household wealth, integrated analysis of the distribution on household income, consumption and wealth, as well as trust.

Getting skills right in the United Kingdom

The UK has enjoyed record-high employment levels in recent years and one of the lowest unemployment rates among OECD countries. However, labour productivity growth, which is closely linked to the use of skills, remains weak. As a result, the OECD’s Getting Skills Right: United Kingdom suggests that several actions should be taken to bring skill supply more in line with skill demand to help to boost growth, productivity and earnings.

Getting skills right in South Africa

South Africa has suffered from persistently high unemployment and low labour force participation rates. Moreover, country faces high qualification and field-of-study mismatch. Promoting skills development is a key priority in many of the South African government’s plans and strategies. As a result, the OECD suggests several policy recommendations and good practice examples from other countries in order to address those issues.

High-Level Policy Forum on the New OECD Jobs Strategy

The German Federal Ministry of Labour and Social Affairs and the OECD are jointly organising a High-Level Policy Forum on the New Jobs Strategy which will take place on 13 June 2017 in Berlin. The Forum will be hosted by Minister Andrea Nahles together with Secretary-General Angel Gurría.
