Thus, starting today, as we move to adapt policies towards lower greenhouse gas emissions and climate resilient development, we must ensure that our approach is cohesive and takes a whole-of-government perspective.

The overriding challenge facing the global agriculture and food system is formidable: to feed a growing world population in a sustainable and climate-friendly way. It’s only appropriate that this year’s Outlook gives a special focus on Sub-Saharan Africa – a region of over one billion people where the challenge of food security is at its most acute, and one that is feeling the brunt of climate change.

Looking ahead to today’s discussions, we want to hear about your experiences in developing national skills strategies. What have you done to create and sustain a national dialogue on skills? How has your country leveraged investment in skills to achieve sustainable growth and social inclusion? We also need to ask ourselves why, with all that we know about the importance of developing skills, do we struggle so much to make more progress?

When you invest in skills, you invest directly in people. When you improve skills, you lift people. The OECD will continue to mobilise and strengthen its capacity, networks, and comparative data on skills so that, together, we can design, deliver and implement better skills policies for better lives.

We now have a forward-looking roadmap for understanding how digitalisation is transforming our lives, how we can best make use of it, and how we can help those in danger of being left behind. This is an excellent start – but it is only the beginning. We must use Cancun as a springboard to keep the momentum going. We are now at a point of broad-based, technologically-induced structural change that will recast economies and societies.

This presentation is taking place at a critical juncture for Latin America and the Caribbean. Having recorded average annual growth of 4% between 2004 and 2014, in 2015 Latin American GDP shrank by approximately half a point, and is expected to shrink at a slightly higher rate this year (‑0.6%). It is therefore vital to implement structural reforms while seizing the opportunities within our grasp.

The launch of this report is especially timely, because the question of how we can and should collectively govern the Internet is increasingly relevant. The Internet is now an essential part of our lives and a critical element of the world economy. Internet penetration increased almost sevenfold in the past 15 years - from 6.5% of the world population in 2000 to 43 % in 2015.

In the US, women have more opportunities than ever before and are better off than their counterparts in many other OECD countries. But the US is still facing important challenges empowering women and promoting gender inclusion. Women earn 17% less than men on average, compared with the OECD average wage gap of 15%.
