San Jose, Costa Rica, 3-4 October 2023
The OECD, in co-ordination with the Ministry of Economy, Industry, and Trade of Costa Rica, the Costa Rican Foreign Trade Promoter, the National Planning Department of Colombia, and the IDB organised the XII Meeting of the Ibero American and the Caribbean Network on Regulatory Improvement. The event took place in San Jose, Costa Rica and was the first physical meeting after the COVID-19 pandemic. Officials from over 10 countries in the region attended the meeting.
The meeting focused on the role of the regulatory policy system to attain environmental objectives. Integrating climate and environmental considerations in the regulatory process is a change to the traditional approach, where the emphasis has been placed on the measurement of the economic impacts of regulations. This change goes beyond the introduction of requirements and obligations for the bodies responsible for the emission, implementation, and evaluation of regulations and calls for a holistic approach that facilitates the adoption of these considerations.
The Latin American and the Caribbean Network on Better Regulation promotes the co-operation and the exchange of good practices on better regulation, with the objective of strengthening their design and implementation in the region. The Network is formed by Argentina, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Mexico, Paraguay, Peru, Portugal, and Spain. The OECD and the IDB form the technical Secretariat.
