Municipality of Torreon, Mexico, 9-10 October 2017
The OECD presented the results of the implementation of the OECD recommendations on regulatory policy and business environment in the municipality of Torreon, Coahuila, which allows municipalities to improve the quality of their procedures and services to boost their competitiveness.
The purpose of the recommendations is to improve municipal procedures that have an impact on business start-ups, construction permits, procedures for registering a property, bidding processes, as well as measures to improve regulatory transparency and efficiency in the management of procedures. The recommendations were based on national and international good practices in simplification of municipal procedures, contained in the Guide to improve the regulatory quality of state and municipal procedures and boost the competitiveness of Mexico.
During the presentation of the results, interviews were held with municipal staff. Achievements derived from the work were revealed, as well as pending challenges that will allow improve the regulatory policy framework of the municipality.
The Mayor, Jorge Luis Moran Delgado, highlighted the efforts carried out by the municipal administration and pledged to follow up the actions that will allow offering the digital business licence. He also thanked collaboration with the OECD and recognised that it allowed building bases for delivering swifter municipal services.
The event had as a preamble the signing of the co-operation agreement between the OECD and the municipality of Torreon, Coahuila, which was held 18 June 2015.
