France Pégeot

(Canada)

France Pégeot was appointed Chair and CEO of the Canadian Transportation Agency (CTA) on June 1, 2021. Before joining the CTA, Ms. Pégeot most recently served as Executive Vice-President of the Canadian Food Inspection Agency (2018-2021). Prior to that, she has held consecutive Assistant Deputy Minister positions in policy, program and regulatory areas at Agriculture and Agri-Food Canada (2016-2017), Justice Canada (2013-2016), Fisheries and Oceans Canada (2011–2013), Industry Canada (2009–2011) and Canada Economic Development for the Quebec Regions (2006–2009). Prior to becoming Assistant Deputy Minister, Ms. Pégeot participated in an Interchange assignment with Encana Corp. in Calgary (2005-2006) and worked in various departments, including Health Canada and the Privy Council Office. She started her career in the Quebec Ministry of Agriculture, Fisheries and Food. She holds a Master of Policy Analysis and a Bachelor of Food Science and Technology, both from Laval University.

Anna Brakey was appointed a Commissioner of the Australian Competition and Consumer Commission (ACCC) in December 2020. She is also an Associate Member of the Australian Communications and Media Authority (ACMA) and an Associate Member of the New Zealand Commerce Commission. Anna has extensive experience in regulatory economics and public policy with over 25 years of experience working with regulators, government and within the private sector. She has had broad exposure to a wide range of infrastructure industries, including energy, water, communications, and transport. Additionally, she has worked on economic reform to social policy. In addition to sitting on the Commission, Anna chairs the ACCC’s Infrastructure Committee, Communications Committee, Electricity Markets Inquiry Board and East Coast Gas Market Board, and is a member of the ACCC’s Competition Exemptions Committee and Agriculture Board. As an Associate Member of ACMA, Anna sits on issues associated with telecommunications and spectrum allocation and auctions. Anna holds a Bachelor of Economics from Australian National University and a Graduate Diploma of Applied Finance and Investment from Securities Institute of Australia. She is also a Graduate of the Australian Institute of Company Directors.

Susanna Metsälampi (Finland)

Ms. Susanna Metsälampi, LLM, Leading Legal Adviser and Team Leader (Regulations Team) in the Transport System Services, Finnish Transport and Communications Agency. Ms. Metsalampi, LLM from Helsinki University, has been working in the Finnish transport administration since 1992 in various positions, through several organizational changes in the administration. Since 2012, she has been heading the department responsible for rulemaking issues in the transport sector. During her career she has worked with legislative work both at national and European level, with international co-operation particularly in aviation, at European (the European Union and the European Aviation Safety Agency, EASA) and global level (International Civil Aviation Organization). She has been representing Finland at EASA as member of the Member State Advisory Body and the body’s predecessors (Rulemaking Advisory Group and Advisory Group of National Authorities) since 2011. She was nominated representative of Finland in the Legal Task Force of the European Civil Aviation Conference (ECAC) when the Task Force was established in 1996. Since 2015, she has been the Chair of the ECAC Legal Task Force. She is second vice chair of the ICAO Legal Committee, and chair of ICAO’s Article 21 Task Force. Her national regulatory activities have covered also the maritime, rail and road sectors.

Anne Yvrande-Billon
(France)

Anne Yvrande-Billon was appointed Director, Economics, Markets and Digital at the French e-communications regulator (Electronic Communications, Postal and Print media distribution Regulatory Authority - L’Autorité de régulation des communications électroniques, des postes et de la distribution de la presse, ARCEP) in September 2020. Previously, since November 2015, she was Vice President of the Transport Regulatory Authority and sat on the French Ethics Commission for railways. She is the President of the “Club des Régulateurs” (Paris-Dauphine Foundation) since July 2017. She worked formerly at the French Competition Authority (2011-2014), first as a senior economist, and then as the deputy chair of the Mergers Unit. Prior to joining the French Competition Authority, she worked at the French Council of Economic Analysis, an independent advisory body reporting to the Prime minister. She holds a PhD in economics from the University of Paris Sorbonne where she is Associate Professor in Economics since 2003. Her research and publications are mostly in the fields of economics of contracts and regulation of utilities, with a particular interest in the public transport sector. Anne Yvrande-Billon was awarded the rank of Knight in the National Order of Merit in May 2016.

Dr. Annegret Groebel (Germany)

Dr. Annegret Groebel has held the post of Head of Section "International Co-ordination", in the German Regulatory Authority for Telecommunications and Post since 2001 and was promoted Head of Department International Relations/Postal Regulation in 2009. She also holds key positions at the Independent Regulators Group (IRG). She is actively involved in the work of the European Regulators Group (ERG) and of the newly created Body of European Regulators for Electronic Communications (BEREC). She is responsible for all contacts to other European and non-European regulatory bodies as well as for the contacts with the European Commission, including CEER, ACER in the energy field, ERG-Post and IRG Railways. In March 2012, she was appointed Vice-President of the Council of European Energy Regulators (CEER). and became the alternate member of the ACER Board of Regulators representing BNetzA at the BoR Plenary meetings. Since August 2013 she is co-chairing the Market Integrity and Transparency Working Groups of ACER and CEER. In November 2013 she was appointed to be a member of the NER Bureau supporting the NER Chair Luigi Carbone (AEEG). Dr. Groebel has worked for the German Regulatory Authority for Telecommunications and Post since 1997 (renamed in 2005 to Federal Network Agency for Electricity, Gas, Telecommunications, Post and Railway). She has expertise in the European regulatory framework for electronic communications and implementation, as well as the regulatory framework for the internal energy market and is lecturing at universities in Germany, the FSR in Italy, and Switzerland. She has advised public authorities on regulatory reform and sector specific regulation. She is an economist by training.

Andrea Guerrini
(Italy)

Andrea Guerrini is Commissioner of ARERA, the Italian Regulatory Authority for Energy, Networks and Environment, President of WAREG, the Association of European Water Regulators and ARERA delegate at NER, the OECD Network of Economic Regulators. From 2016 until his appointment in ARERA in August 2018, he was President of ASA S.p.A. the water utility of the province of Livorno. Mr Guerrini is professor at the Department of Business Administration of the University of Verona, on mandatory leave following his appointment in ARERA. He has been leading research projects financed by the European Union and he was one of the founders of WaMaTeRC, the Water Management and Technology Research Centre. Professor Guerrini designed the tariff methodology for drinking water services for the Autonomous Province of Bolzano. He is the author of numerous publications, including monographs and articles for international journals. In 2014 he wrote a monography on “Water management in Italy: Governance, Performance and Sustainability” and in 2018 he wrote a book on “Management of water services companies. An operational manual for management and control”.

Vera Eiró
(Portugal)

Ms. Vera Eiró is the CEO and President of the Board of Directors of ERSAR, the Portuguese Water and Waste Regulatory Entity. She is a Public Law Professor since 2012 (in Nova School of Law and Catholic University School of Law) and her research and teaching areas cover Regulation, Administrative Law, Public Procurement and Planning Law. For more than 15 years she was a public law practitioner, as Counsel and Head of Public Law and Regulatory in the Finance team at Linklaters LLP (Lisbon office) and having also worked at Linklaters LLP Paris office (2004). Her practice focused on regulation, public procurement and administrative, environmental, energy and planning laws. As a legal practitioner, she has over 15 years of experience in providing legal advice in regulatory and public law issues relevant to project finance, litigation and M&A transactions, in highly regulated sectors (in, among others, the energy, infrastructures and telecommunications sectors). Vera was an assistant in the Portuguese Constitutional Court (2008) and was also appointed arbitrator in administrative law/public law and consumer disputes. She is regularly invited to speak in national and international conferences concerning regulation and other topics connected with public law and regulation in waste and water sector and her current role in ERSAR includes relevant executive powers including institutional representation (national and international). She is the author of several articles and edited books and has published her PhD thesis “A obrigação de indemnizar das entidades adjudicantes”, Almedina, Lisbon. She has a PhD in Public Law (Administrative Law) from Universidade Nova de Lisboa, Post-Graduate in Planning, Urban Planning and Environmental Law from the University of Coimbra (CEDOUA) and a Degree in Law from Universidade Nova de Lisboa.
