Providers of development co-operation decide individually which countries to assist and to what extent. As a consequence, the global development co-operation landscape is increasingly proliferated. The resulting imbalances can impair the effectiveness of aid through aid fragmentation as well as accumulation of providers in some countries – so called “darlings” – and gaps in aid provision in others – commonly known as “orphans”.

The DAC members' gender equality strategies for development co-operation provides an insight on how DAC members are addressing gender equality and women's rights through Official Development Aid (ODA). The DAC Network on Gender Equality (GENDERNET) is a subsidiary body of the OECD Development Assistance Committee (DAC) and provides a platform for gender experts from development co-operation agencies to meet and define common approaches.

This Note explores the implications of the SDGs for development communicators. It then proposes a framework of ten “learning areas” for development institutions to bear in mind when developing their SDG communications strategies and campaigns. It highlights early examples of public engagement on the SDGs and identifies resources that can help communications teams get started and become more strategic about their SDG work.
