The OECD and the Municipality of San Luis Potosí in Mexico launched a programme on regulatory improvement implementation. It builds on previous co-operation with several states and municipalities in Mexico, as a result of the publication of the OECD Guide to Improve the Regulatory Quality of State and Municipal Formalities and Strengthen Mexico's Competitiveness.
The OECD, represented by Nikolai Malyshev, Head of the Regulatory Policy Division, highlighted the importance of political support to implement regulatory reform at the sub-national level. Mario García Valdéz, Mayor of the Municipality of San Luis Potosi, stressed that the co-operation with OECD will benefit the modernisation strategy of the municipal administration and the efforts to continue attracting investment to make the city more competitive. As part of the work programme, the OECD will analyse how the municipality organises several processes of formalities (i.e., starting up a business, getting a construction permit, registering property), carry out a “gap analysis” relative to the recommendations of the Guide, and provide advice to close that gap. Likewise, the OECD will provide capacity building to the municipal officials who manage business formalities.
The event benefited from the participation of representatives from the federal Ministry of Economy, the Digital Government Office of the Federation, and the Federal Commission for Regulatory Improvement (COFEMER), as well as representatives from the private sector, the press, and civil society.
