    The demand for language skills in the European labour market - Evidence from online job vacancies

    This paper investigates the demand for language skills using data on online job vacancies in 27 European Union member countries and the United Kingdom in 2021. Evidence indicates that although Europe remains a linguistically diverse labour market, knowing English confers unique advantages in certain occupations. Across countries included in the analyses, a knowledge of English was explicitly required in 22% of all vacancies and English was the sixth most required skill overall. A knowledge of German, Spanish, French and Mandarin Chinese was explicitly demanded in between 1% and 2% of all vacancies. One in two positions advertised on line for managers or professionals required some knowledge of English, on average across European Union member countries and across OECD countries in the sample. This compares with only one in ten positions for skilled agricultural, forestry and fishery workers and among elementary occupations.

    The Economic Case for More Gender Equality in Estonia

    Gender equality is not just about fairness and equity; it is also about economic empowerment and economic growth. Estonia has made great strides towards gender equality. Girls today outperform boys in educational attainment, but they are less likely than boys to study mathematics or information and communication technology. The gender employment gap is small, but Estonian women are still less likely to make it to the top, and career breaks around childbirth contribute to the declining but still considerable gender wage gap. This review considers the gender gaps in labour market outcomes and explores the gap in pay between men and women with equivalent skills within and across firms. It considers family support policies for households with young children, women’s bargaining position in firms, initiatives to combat gender-based discrimination as well as changing gender norms in education. It then explores the potential economic gains of greater gender equality under different scenarios. Indeed, a greater sharing of paid and unpaid work between men and women will lead to economic gains, but it requires changing norms, mindsets, and attitudes. Such changes take time, but policy has a role to play in raising public awareness of gender biases in society and promoting change.

    Understanding how economic conditions and natural disasters shape environmental attitudes - A cross-country comparison to inform policy making

    Understanding adults’ attitudes towards the environment is necessary to gauge the opportunities and challenges of creating effective and politically-feasible climate policies. Using data from the Wellcome Global Monitor 2020, the European Social Survey (Round 8), World Values Survey and EM-DAT, this paper examines how adults’ environmental attitudes vary within and across countries and details how environmental attitudes are associated with adults’ engagement in pro-environmental behaviours and support for environmentally-friendly policies. The paper explores whether the extent to which individuals prioritise the environment over the state of the economy or vice versa depends on individuals’ exposure to natural disasters or negative labour market conditions. Results indicate that people’s economic vulnerability and the sectors they work in impact their attitudes towards their environment and support for public policy. Furthermore, the findings suggest that increases in unemployment and exposure to natural disasters influence the extent to which individuals prioritise the environment.

    Training in Enterprises - New Evidence from 100 Case Studies

    Enterprises are a key provider of education and training for adults across OECD countries. Yet, policy-makers lack a detailed understanding of how training in enterprises takes place. This report opens the black box of training and informal learning in enterprises by providing in-depth insights on: i) what training and learning opportunities enterprises provide; ii) why they provide training (or not); and iii) how they make decisions about training. It presents new evidence from 100 qualitative cases studies in five countries: Austria, Estonia, France, Ireland and Italy. The findings will assist governments and social partners in designing and implementing better policies in support of training in enterprises.

    To what extent can blockchain help development co-operation actors meet the 2030 Agenda?

    Blockchain is mainstreaming, but the number of blockchain for development use-cases with proven success beyond the pilot stage remain relatively few. This paper outlines key blockchain concepts and implications in order to help policymakers reach realistic conclusions when considering its use. The paper surveys the broad landscape of blockchain for development to identify where the technology can optimise development impact and minimise harm. It subsequently critically examines four successful applications, including the World Food Programme’s Building Blocks, Oxfam’s UnBlocked Cash project, KfW’s TruBudget and Seso Global. As part of the on-going work co-ordinated by the OECD’s Blockchain Policy Centre, this paper asserts that post-COVID-19, Development Assistance Committee (DAC) donors and their development partners have a unique opportunity to shape blockchain’s implementation.

    Estonia provides good support to jobseekers, but does not reach everybody

    The Estonian labour market has outperformed most EU countries after the global financial crisis. The employment rate of people in working age stood at 73% in the third quarter of 2020, up from 61.3% in 2010 and above the OECD average of 66.7%. Estonia provides comprehensive and targeted support to jobseekers, workers and employers.

    Improving the Provision of Active Labour Market Policies in Estonia

    This report on Estonia is the seventh country study published in a series of reports looking into how policies connect people with jobs. It discusses the set-up and performance of active labour market policies (ALMPs) in Estonia. In particular, the report analyses the institutional and regulatory framework of ALMP provision in Estonia, assesses the need for ALMPs in the Estonian population and evaluates whether ALMPs reach the people they are targeted to. For that purpose, the report relies on the analysis of a rich set of linked administrative data which allow to identify the labour market obstacles faced by people furthest from the labour market, and identify gaps and overlaps in the ALMPs and related support provided to them.

    International Compendium of Entrepreneurship Policies

    It is increasingly understood that entrepreneurship plays a critical role in economic growth and well-being. But which policies can governments develop to release its benefits? This publication offers guidance and inspiration. It identifies the range of entrepreneurship policies being pursued internationally, the problems the policies seek to solve and how they are designed and implemented. The focus is on how to create a broad base of start-ups with the potential for sustainability and growth by building a pipeline of new entrepreneurs, supporting start-ups to overcome barriers in areas such as skills, finance and innovation and stimulating vibrant entrepreneurial ecosystems. The publication examines the rationale for entrepreneurship policy, presents a typology of policy approaches and highlights principles for policy success. The points are illustrated by 16 case studies of inspiring practice policies from 12 OECD countries. These cases span policies for regulations and taxation, entrepreneurship education and training, advice and coaching, access to finance, internationalisation, innovation, and holistic packages for ecosystem building. Helpful summary tables guide readers to the information that will respond to their questions. The publication will give readers an overview of key entrepreneurship policy interventions and tips on entrepreneurship policy success.
