    OECD Development Co-operation Peer Reviews: Sweden 2019

    The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. This review commends Sweden for its consistently generous levels of official development assistance and its global development leadership on peace and conflict prevention, environmental sustainability and gender equality. It also welcomes Sweden’s strong focus on and comprehensive toolbox for leaving no one behind. The review suggests that Sweden could benefit from consolidating its development co-operation policy framework and further enhancing the connections between its country, regional and thematic co-operation strategies.

    Counterfeiting and Piracy and the Swedish Economy - Making Sure "Made in Sweden" Always Is

    The Swedish economy is innovative and rich in intellectual property (IP), with nearly every industry either producing or using IP. Swedish innovative industries are also export-dependent and very deeply integrated in the global economy, through active participation in global value chains. At the same time, the threats of counterfeiting and piracy are growing – and Sweden is vulnerable. This report measures the direct economic effects of counterfeiting on Swedish industry, government and consumers. It examines both the impact of the imports of fake products to Sweden and – more importantly – the impact of the global trade in fake products that infringe on the IP rights of Swedish innovative companies.

    Digital Government Review of Sweden - Towards a Data-driven Public Sector

    This digital government review asseses the state of data-driven policies and initiatives in the Swedish public sector. It explores the underlying institutional governance and co-ordination arrangements for digital government in the country, and their impact on policy implementation. It also discusses data-sharing and managing initiatives, data governance and open government data practices. The review looks at how Sweden could better share knowledge, promote innovation and improve collaboration both across the public sector and with external stakeholders. Finally, it highlights how the government can use data to build a closer relationship with citizens in order to address policy challenges, improve public service delivery, and, ultimately, strengthen public trust.

    Vocational Education and Training in Sweden

    One of a series of studies on vocational education and training, this review focuses on the vocational education and training (VET) in Sweden and concludes with policy recommendations. Over recent years, Sweden has launched a series of reforms to enhance involvement of social partners in VET, to increase provision of work-based learning in VET programmes and to promote apprenticeship. Higher vocational education and training launched in 2002 has been expanding. At the same time, numerous sectors are grappling with labour shortages increasing pressure on VET to better match the provision to changing demand for skills; and fewer young people opt for VET programmes than in the past. This report suggests several ways in which the Swedish VET system may respond to these challenges. Sweden may encourage co-operation between schools, for example by linking it to school evaluation and funding criteria. The report also argues that Sweden may further enhance social partners’ involvement in VET by creating a framework for systematic social partners’ involvement at the local level and by providing social partners with more responsibility over some aspects of VET.

    Is the Last Mile the Longest? Economic Gains from Gender Equality in Nordic Countries

    Denmark, Finland, Iceland, Norway and Sweden, commonly known as the Nordic countries, have been leaders in the development of modern family and gender policy, and the explicit promotion of gender equality at home, at work, and in public life. Today, on many measures, they boast some of the most gender-equal labour markets in the OECD.This report shows that improvements in gender equality have contributed considerably to economic growth in the Nordic countries. Increases in female employment alone are estimated to account for anywhere between roughly 0.05 and 0.40 percentage points to average annual GDP per capita growth – equivalent to 3 to 20% of total GDP per capita growth over the past 50 years or so, depending on the country.The Nordic countries are closer than most to achieving gender equality in the labour market. But the last mile may well prove to be the longest one. To make further progress, a continued assessment of the effectiveness of existing public policies and workplace practices is needed. Only with resolve and a continued focus can Nordic countries ensure that men and women contribute to their economies and societies in gender equal measure.

    OECD Territorial Reviews: Northern Sparsely Populated Areas

    The northern sparsely populated areas (NSPA) of Finland, Norway and Sweden are becoming increasingly important to the geopolitical and economic interests of these countries and the European Union. These regions have unique geographical characteristics - low population density and a harsh climate - and face specific challenges due to an ageing population, long distances from markets, and high-cost land transport. However, high productivity growth is possible in low-density regions. This report sets out policy recommendations at cross-border, national and regional scales to enhance prosperity and well-being across the NSPA. This includes closer co-operation with national governments to address shared challenges and opportunities such as improving east-west transport connections and reducing occupational and skills barriers to labour mobility, and addressing barriers to business growth such as access to finance.
