    The Digital Transformation of Norway's Public Sector

    While Norway is a leader in digital government amongst OECD countries − ranking 4th overall in the 2023 OECD Digital Government Index − there is scope to improve the efficiency, efficacy, and innovation of Norway’s public sector through digitalisation. This report reviews Norway's digitalisation efforts since its 2017 OECD Digital Government Review and provides recommendations to help the government develop a new strategy for digital transformation. It looks at eight areas ranging from digital governance and digital government investments to artificial intelligence, digital talent and service design and delivery.

    OECD Justice Review of Peru - Towards Effective and Transparent Justice Institutions for Inclusive Growth

    This report provides an in-depth analysis of Peru’s justice system and offers concrete recommendations, based on OECD countries' experience and best practices, for how to make it more effective, efficient, transparent, accessible, and people-centred. Building on the OECD’s Recommendation on Access to Justice and People-Centred Justice Systems, the report suggests how Peru can best implement its challenging justice reform agenda so that access to justice is available to all, including the most in need. In particular, it proposes actionable solutions for modernising Peru's institutional and functional arrangements to improve the administration of justice and people-centred service delivery, bringing it closer to OECD standards and best practices in this area.

    Organisational structure of budget management - Directions for reform in the Western Balkans and the Republic of Moldova

    This paper studies the differences between the organisation of budget management in selected government administrations in the Western Balkans and the Republic of Moldova and good practice across the European Union (EU). It observes that the ministry of finance (MoF) in these administrations typically engages in direct budget negotiations with a large number of budget organisations. This practice is in stark contrast with the budgeting approach observed in the EU, where the MoF only deals directly with government ministries and a limited number of constitutional bodies. The paper highlights the adverse consequences for the strategic role of the MoF for fiscal policy, the accountability of line ministries for budgeting and service delivery in their sector and the introduction of modern public financial management instruments such as medium-term budgeting and performance-based budgeting. This paper recommends that governments reduce the number of first-level budget organisations and give line ministries more responsibility for budget management in their sector. At the same time, the paper recommends strengthening line ministries’ accountability for budget management towards the parliament.

    Enquête de l’OCDE sur les déterminants de la confiance dans les institutions publiques – résultats 2024 - Instaurer la confiance dans un contexte complexe

    Ce rapport présente les principales conclusions de la seconde enquête transnationale de l'OCDE sur les déterminants de la confiance dans les institutions publiques, réalisée fin 2023. Avec près de 60 000 réponses représentatives de la population adulte de 30 pays de l'OCDE, l'enquête permet d’explorer comment les attentes des individus envers le gouvernement et leurs interactions avec celui-ci influencent leur confiance envers les institutions publiques. Cela va des interactions quotidiennes avec les institutions publiques à la prise de décision gouvernementale sur des questions politiques complexes. Le rapport identifie certains des principaux déterminants de la confiance dans le gouvernement et les autres institutions publiques et examine les possibilités d'action en matière de politiques publiques. Pour la première fois, le rapport analyse également l'évolution des niveaux de confiance et de ses déterminants dans les 20 pays de l'OCDE qui ont participé à l'enquête 2021, ainsi que la manière dont un environnement d'information marqué par un nombre croissant de contenus polarisants et de désinformation affecte la confiance de la population dans les institutions publiques.

    Cadre relatif à la gouvernance anticipative des technologies émergentes

    Les technologies émergentes peuvent être source d’avantages sans précédent dans les domaines de la santé, de l’énergie, du climat, des systèmes alimentaires et de la biodiversité. Cela dit, ces technologies et leur convergence présentent parfois des risques pour la vie privée, la sécurité, l’équité et les droits humains. Cette dualité impose aux pouvoirs publics de mieux anticiper les bouleversements et de créer les conditions requises pour que le développement technologique favorise la prospérité économique, la résilience, la sécurité et la recherche de solutions aux problèmes sociétaux. Fondé sur les travaux antérieurs et les instruments juridiques de l’OCDE, le présent cadre fournit aux pouvoirs publics, aux autres acteurs de l’innovation et à la société dans son ensemble les moyens d’anticiper les problèmes de gouvernance, de les traiter en amont et de renforcer les capacités dans ce domaine à plus long terme afin d’orienter plus efficacement l’innovation. Le principe de « gouvernance anticipative des technologies » sur lequel il repose est composé de cinq éléments interdépendants et outils de gouvernance connexes : (1) des valeurs directrices, (2) le renseignement stratégique, (3) la mobilisation des parties prenantes, (4) une réglementation agile et (5) la coopération internationale. La manière dont chacun de ces éléments s’applique dépend du contexte dans lequel s’inscrivent les technologies émergentes.

    Unleashing Policy Coherence to Achieve the SDGs - An Assessment of Governance Mechanisms

    In an era of overlapping crises, achieving sustainable development is more challenging than ever. As we approach the 2030 deadline, the world is off track to meet most of the Sustainable Development Goals (SDGs). Urgent, transformative action is needed to reverse the setbacks. The OECD and its members have a central role to play in this global effort, guided by a shared commitment to global stability and progress. The OECD Recommendation on Policy Coherence for Sustainable Development (PCSD) is a key tool in addressing these challenges. It provides policymakers with the necessary mechanisms to ensure that policies across sectors and levels of government are mutually reinforcing in the pursuit of sustainable development, both domestically and globally. This report takes stock of the progress made in implementing the Recommendation over the past five years. It shows that many of the Parties to the Recommendation have laid a strong foundation for improving policy coherence. However, significant gaps remain, particularly in the capacity to assess the impact of policies on sustainable development and to integrate sustainable development into key governance processes.

    Illicit Trade and the Korean Economy

    The Korean economy is known for its innovation and wealth of intellectual property (IP), having one of the highest patent applications in the world. Its IP-intensive industries are deeply integrated in the global economy through their active participation in global value chains. Such integration, however, exposes Korean IP-intensive products to high counterfeiting and piracy risks. This report examines the global trade in counterfeit products that infringe on Korean intellectual property rights (IPR) and its impact on the Korean economy. Specifically, it estimates the effects in terms of sales and job losses in the Korean manufacturing sector, as well as the impact on government revenues. The report concludes that the infringement of Korean IPR poses a significant threat to the Korean economy. The magnitude and widespread impact of this issue call for the implementation of comprehensive and coordinated solutions.

    Strengthening Oversight of the Court of Auditors for Effective Public Procurement in Portugal - Digital Transformation and Data-driven Risk Assessments

    EU Funded Note This report looks at efforts by Portugal’s Court of Auditors (Tribunal de Contas, TdC) to make better use of data and analytics in assessing risks in public procurement. It identifies key financial and non-financial risks to refine the TdC’s audit selection process and increase the effectiveness and efficiency of the public procurement system. The report provides recommendations for improving and maintaining data-driven risk assessments that align with the TdC’s Digital Transformation Strategy. The report also includes a data-mapping exercise and data reliability assessment in preparation for the next phase of the project, which includes developing a working model to detect procurement risks and irregularities using real-world data.
