This report analyses the main actions taken by the Ecuadorian government to bring together the public and private sectors, academia, civil society organisations and citizens in promoting public integrity. Based on this analysis, the report offers recommendations to help Ecuador foster a culture of integrity across all of Ecuadorian society.

This report describes the ongoing reforms related to the centralisation and professionalisation of the public procurement function in Lithuania. It provides the government of Lithuania with recommendations through an action plan for improving efficiency in Lithuania's public procurement system.

Recent AI technological advances, particularly the rise of generative AI, have raised many data governance and privacy questions. However, AI and privacy policy communities often address these issues independently, with approaches that vary between jurisdictions and legal systems. These silos can generate misunderstandings, add complexities in regulatory compliance and enforcement, and prevent capitalising on commonalities between national frameworks. This report focuses on the privacy risks and opportunities stemming from recent AI developments. It maps the principles set in the OECD Privacy Guidelines to the OECD AI Principles, takes stock of national and regional initiatives, and suggests potential areas for collaboration. The report supports the implementation of the OECD Privacy Guidelines alongside the OECD AI Principles. By advocating for international co-operation, the report aims to guide the development of AI systems that respect and support privacy.

L’investissement public joue un rôle capital dans le développement économique et dans la réalisation d’un large éventail de politiques publiques au Maroc. Il est essentiel pour la continuité et le bon fonctionnement des services publics. Cette revue souligne les forces et les opportunités d’amélioration du système d’investissement public marocain, dans un certain nombre d’étapes du cycle de vie de l’investissement public tels que la vision stratégique pour l’investissement public, la préparation, l’évaluation, la priorisation et la sélection des projets d’investissement public, ainsi que leur suivi et leur évaluation ex-post.

This report presents the results of the 2022 OECD Green Public Procurement (GPP) Survey, to which 38 countries (OECD Member and accession candidate countries) responded. The aim of the survey was to better understand how public procurement, a significant economic lever, is being used to generate environmental benefits. The report is organized around four areas: green public procurement policy and strategic framework, public-private interactions on green public procurement, the monitoring and the evaluation of green public procurement, and building capacity and support for green public procurement. Developments in GPP since the survey was completed in 2022 are included in the country-specific factsheets annexed to the report.

Ce rapport propose une analyse en profondeur des réformes du gouvernement ouvert au Maroc, à la lumière de la Recommandation de l’OCDE sur le Gouvernement Ouvert. Près de six ans après l’adhésion du Maroc à la Recommandation et au Partenariat pour un Gouvernement Ouvert, cet examen prend acte des progrès réalisés depuis dans l’élaboration et la mise en œuvre d’un programme de réformes pour un gouvernement ouvert. En prenant appui sur la théorie du changement, ce rapport s’intéresse aux cadres qui forment un environnement propice au gouvernement ouvert au Maroc ; aux processus à l’œuvre pour cette ouverture ; à l’espace civique comme prérequis aux réformes ; à la transparence et l’accès à l’information ; et à la participation concrète des citoyens et des parties prenantes. Le dernier chapitre présente une feuille de route pour guider le Maroc dans l’élaboration et la mise en œuvre d’une possible stratégie nationale pour un gouvernement ouvert visant à soutenir l’intégration et la mise en cohérence des réformes pour un gouvernement ouvert et se rapprocher progressivement d’un État ouvert.

Public procurement measurement frameworks are essential, both to assess progress and achievements periodically and consistently and to identify gaps in progress against objectives and targets. This report assesses the public procurement performance measurement framework in Hungary and provides recommendations for its improvement. It also explores aspects to consider in developing a public procurement measurement framework and communicating the results of the framework.

While means-tested benefits such as minimum income benefits (MIB) and unemployment assistance (UA) are an essential safety net for low-income people and the unemployed, incomplete take-up is the rule rather than the exception. Building on desk research, open-ended surveys and semi-structured interviews, this paper investigates the opportunities and risks of using artificial intelligence (AI) for managing these means-tested benefits. This ranges from providing information to individuals, through determining eligibility based on pre-determined statutory criteria and identifying undue payments, to notifying individuals about their eligibility status. One of the key opportunities of using AI for these purposes is that this may improve the timeliness and take-up of MIB and UA. However, it may also lead to systematically biased eligibility assessments or increase inequalities, amongst others. Finally, the paper explores potential policy directions to help countries seize AI’s opportunities while addressing its risks, when using it for MIB or UA management.

Public sector remuneration systems are shaped by an intricate interaction of administrative culture, economic conditions, and political systems. This paper discusses critical considerations to bear in mind when designing, planning and implementing reforms of public service wage systems. It explores key concepts such as job evaluation, pay structures, performance-related pay, market analysis for competitive pay levels and wage bill planning. It provides guidance on the process of reforming public sector salary systems to enhance their competitiveness, equity, transparency and affordability. The paper offers insights drawn from the reform efforts of several EU Member States and SIGMA partners in the Western Balkans, Moldova and Ukraine, presenting real-life examples and updated guidelines for effective, sustainable salary system changes. The primary focus is on reforms of wage systems within central government administrations, acknowledging the complexity arising from diverse classifications of civil service and public employees, and the varying scope and structure of salary systems. This paper serves as a practical guide, presenting options along with their advantages and disadvantages to aid policymakers in aligning reforms with their national public administration context and strategies.

This report assesses the modernisation of the justice sector in Portugal. It examines the country's progress towards a people-centred justice system and a modernised justice sector and offers a range of recommendations to sustain and amplify this progress. It highlights the importance of adopting continuous assessments of legal needs, designing and delivering services with a people-centred purpose; upskilling the justice sector to meet the demands of a digitally enabled and people-centred justice system; enhancing the availability, quality, and use of data and statistical systems; and using digital technologies and data to improve the accessibility, efficiency, and responsiveness of the justice system in Portugal.
