Mieux prévenir les inondations de la Seine en Île-de-France - Progrès réalisés et enjeux pour l'avenir

Le risque d’inondation de la Seine en Île-de-France constitue un risque majeur. L’OCDE estimait en 2014 qu’une inondation comparable à la crue historique de 1910 pourrait affecter jusqu'au 5 millions de citoyens et causer de 3 à 30 milliards d’euros de dommages directs selon les scénarios. Cette publication suit les progrès réalisés depuis 2014 et identifie les défis restants.

Boosting Disaster Prevention through Innovative Risk Governance - Insights from Austria, France and Switzerland

In 2014 the OECD carried out work to take stock of OECD countries' achievements in building resilience to major natural and man-made disasters. The report suggested that albeit significant achievements were made through effective risk prevention and mitigation management, past disasters have revealed persistent vulnerabilities and gaps in risk prevention management across OECD. Based on the findings of this OECD-wide report a cross-country comparative study was undertaken in Austria, France and Switzerland to test the recommendations put forward in specific country contexts. This report summarises the individual and comparative country case study findings. It highlights that the risk prevention policy mix has shifted in favor of organisational measures such as hazard informed land use planning or strengthening the enforcement of risk sensitive regulations. In the meantime, the great need for maintaining the large stock of structural protection measures has been overlooked and vulnerability might increase because of that. The report highlights the need for better policy evaluation to increase the effectiveness of risk prevention measures in the future. The report highlights practices where countries succeeded to make risk prevention a responsibility of the whole of government and the whole of society, by analysing supporting governance and financing arrangements.

La gouvernance de l'occupation des sols en France - Etudes de cas pour Clermont-Ferrand et Nantes Saint-Nazaire

Ce rapport étudie la façon dont les territoires français sont administrés. Il décrit les lois, les politiques et les pratiques qui façonnent l'aménagement spatial et fonctionnel du territoire dans l'ensemble du pays, et fournit une évaluation détaillée des accords spécifiques de gouvernance et des méthodes dans deux régions métropolitaines: Clermont-Ferrand, agglomération urbaine moyenne Centre-sud de la France; Et Nantes Saint-Nazaire, la 6ème plus grande agglomération urbaine du pays, située au nord-ouest. Ces exemples soulignent les tendances et les défis rencontrés dans chaque région, comme la nécessité de protéger les environnements fragiles contre la périurbanisation croissante, et les approches uniques adoptées pour gérer les problèmes d'utilisation des terres dans un grand nombre de communes. Le rapport propose des recommandations sur la manière de renforcer les capacités et l'efficacité du système d'aménagement spatial du territoire afin d'assurer l'utilisation efficace et durable des terres.
