    The Economic Benefits of Air Quality Improvements in Arctic Council Countries

    The Arctic is a vital region that helps preserve the balance of the global climate. The Arctic environment is particularly sensitive to short-lived climate pollutants, including black carbon, due to their strong warming effect. With ambitious policy action to reduce air pollutants, Arctic Council countries would obtain a positive effect on health and the environment throughout their territory, while also helping to slow down climate change by reducing emissions of black carbon. This report calls for ambitious policy action to reduce air pollution in Arctic Council countries, highlighting the environmental, health, and economic benefits from policy action.

    Behavioural Insights and Organisations - Fostering Safety Culture

    Behavioural insights (BI) has become widely used by public bodies around the world, mostly towards improving the way policies are implemented and influencing individual behaviour. As the field of BI evolves to tackle more complex policy issues, there is widespread perception that BI can and should go beyond the study of individual-level decision processes for higher impact. This report presents research on applying BI to changing the behaviour of organisations, with a focus on fostering elements of a safety culture in the energy sector. It presents comparative findings from experiments with energy regulators in Canada, Ireland, Mexico and Oman, as well as guidance for applying BI to safety culture going forward.

    Hausse du niveau des mers - Les approches des pays de l'OCDE face aux risques côtiers

    L’adaptation des zones côtières aux impacts du changement climatique est désormais une urgence. La hausse du niveau des mers et des pressions immobilières va certainement y accroître les risques, selon les prévisions. En quoi les processus nationaux de planification de l’adaptation des pays de l’OCDE peuvent-ils nous aider à répondre à ce défi ? C’est la question à laquelle répond cet ouvrage. Il expose clairement les diverses conceptions du partage des coûts et des responsabilités en matière de gestion des risques côtiers. Il examine ensuite si celles-ci encouragent ou dissuadent les ménages, les entreprises et les différents niveaux de gouvernement d’adopter des comportements qui réduisent les risques. Cet ouvrage décrit les instruments d’action que les autorités nationales peuvent employer pour favoriser une réaction efficiente, efficace et équitable face aux changements qui affectent le littoral. Il s’appuie sur de nouvelles analyses des coûts futurs de la hausse du niveau des mers et sur les principaux résultats de quatre études de cas (Allemagne, Canada, Nouvelle-Zélande et Royaume Uni).

    Greening Development Co-operation - Lessons from the OECD Development Assistance Committee

    How can members of the DAC effectively tackle critical environmental challenges and threats – such as climate change, pollution, and loss of soil fertility and biodiversity – in activities supporting the 2030 Agenda in developing countries? Most already have environmental safeguards in place to screen out negative environmental practice, but they need far more robust policies, capacities and approaches for mainstreaming environment across all their development co-operation activities. This report examines five critical areas for mainstreaming: strong policy commitment and leadership; robust systems, processes and tools; capacity and continuous skill development; shared knowledge, learning and engagement; well-supported country systems. On that basis, the report suggests priority actions for the OECD-DAC, its Network on Environment and Development (ENVIRONET) and the wider development community.

    The Heavy Burden of Obesity: Key findings for Canada

    More than one in four adult are obese in Canada. As a result, Canadians live on average 3 years less due to overweight. The impact on the economy is large: overweight accounts for 10.6% of health expenditure one of the highest rates across all countries analysed. Overweight lowers labour market outputs by the equivalent of 579 thousand full time workers per year. Combined, this means that overweight reduces Canada’s GDP by 3.6%.
