Public Expenditures - Infrastructure

In the context of its 2010 Annual Meeting, the DeFiNe network held a workshop on Public Finance – Expenditures, with a  focus on infrastructure financing. This meeting took place in the OECD Headquarters in Paris on 11 October 2010.

 

It  was an opportunity for researchers and practitioners to engage in an open policy dialogue and explore how efficient and effective public spending on infrastructure could boost growth, achieve long lasting development and enhance the revenue raising potential in the developing world in the years to come.

 

In particular, the workshop made a link between the Infrastructure Pillar (I) of the G20 Development Action Plan and its Governance Pillar (VII). On one hand, gaps in infrastructure are considered to be one of the major obstacles to growth and development. Thefore, participants were invited to discuss new venues for improving the quality of public spending on infrastructure, across sectors and regions. On the other hand, there exists a vital relationship between public spending and revenue collection – which takes the form of fiscal legitimacy in public policy and manifests itself through the social contract between government and taxpayers.
