High-Level Seminar on Building an Effective E-Government Action Plan


The High-Level Seminar on Building an Effective E-Government Action Plan was hosted by the Dubai School of Government, UAE, on 7 March 2006.

The Seminar took place at the invitation of the Chair of GfD Working Group II, Mr. Nabil Ali Alyousuf, Deputy Director General, The Executive Office, Dubai. It was organised back-to-back with the Second Regional Meeting of the Working Group II on E-government and Administrative Simplification which took place on 6 March 2006.


The meeting was chaired by Mr. Nabil Ali Alyousuf and co-chaired by Mr. Vincenzo Schioppa, Minister Plenipotentiary, Italian Ministry of Foreign Affairs and Mr. Chang Kil Lee, former Director General, MOGAWA and Head of the OECD Asia Centre.

24 high-level delegates from 10 Arab countries (Algeria, Bahrain, Egypt, Jordan, Lebanon, Libya, Morocco, Palestine, Tunisia and UAE) attended the meeting. In addition, policy experts from 6 OECD countries, from the OECD Secretariat and from the Dubai School of Government were present.


The main objectives of this High-Level Seminar were to:

  • Draw on practical experience of other countries in designing and implementing action plans;
  • Identify key challenges and start defining key elements and criteria in setting up an effective action plan; and
  • Reinforce participants' capacity to develop, manage and implement realistic and country-specific e-government policies.


  • Definition of key steps and challenges in developing an action plan based on country experiences and practices; and 
  • Exchange of first-hand experience of how to mobilise resources and capacities, build internal consensus and manage the process of defining and implementing an action plan
