    Civic Space Review of Portugal - Towards People-Centred, Rights-Based Public Services

    The Civic Space Review of Portugal provides an in-depth analysis of the national legal frameworks, policies, institutions, and practices relevant to civic space protection, with an emphasis on harnessing user input to facilitate people-centred public service reforms. The Review assesses three key areas: 1) protecting the civic freedoms and information environment that create the conditions for public service reforms; 2) strengthening stakeholder and citizen participation in the process; and 3) moving towards more inclusive, accessible and people-centred public service design and delivery. The two case studies and concrete recommendations in the review offer a tangible path towards more inclusive, participatory public services that place citizens at their core.

    Museums and local development in Lisbon, Portugal

    This case study assesses the strategies of the Museum of Lisbon as well as the related policies of Lisbon City Council to support local development. Through its five branches located across the city and its diverse partnerships with local stakeholders, the Museum of Lisbon has cemented its role as a community anchor institution. This case study focuses on the five dimensions featured in the OECD-ICOM Guide for Local Governments, Communities and Museums, namely the role of museums in: i) economic development, ii) urban regeneration, iii) education and creativity, iv) inclusion, health and well-being, and on iv) ways to mainstream the role of museums in local development.

    Strengthening strategic planning and the role of PlanAPP in Portugal

    This policy paper provides an analysis of the new the Portuguese Competence Centre for Planning, Policy and Foresight in Public Administration (PlanAPP) and its functions in Portugal, focusing on strategic planning and networking activities. It analyses the role of PlanAPP in aligning and harmonising the strategic planning process and in ensuring evidence-informed, inclusive and co-ordinated strategic planning, particularly through RePLAN, Portugal’s Public Administration Planning and Foresight Services Network. The paper makes recommendations to help Portugal effectively implement the competency centre model, consolidate its strategic planning process, better define and co-ordinate high-level priorities, and set a path to achieve them effectively and coherently.

    Leveraging cultural and creative sectors for development in the European Union outermost regions

    This report assesses the current state and future potential of cultural and creative sectors (CCS) in the nine outermost regions of the European Union (EU): Guadeloupe, French Guiana, Martinique, Mayotte, Réunion, and Saint Martin (France); the Azores and Madeira (Portugal); and the Canary Islands (Spain). Global trends, such as increases in cultural tourism, trade in creative goods and services, and FDI in CCS offer significant opportunities for EU outermost regions to expand their cultural and creative sectors, promote synergies with tourism and help drive job creation. In addition, CCS policies can also boost well-being outcomes and social cohesion through preserving and promoting local cultural heritage and encouraging cultural participation. CCS policy which capitalises on these global trends, whilst recognising the specific context of EU outermost regions, could help promote these areas and contribute to local development.

    Innovative oceans - Drivers of internationalisation for the EU Outermost regions

    This paper provides an overview of the ocean economy in the EU Outermost Regions (EU ORs). It discusses the opportunities and challenges that the EU ORs are facing in light of emerging global trends, laying out priority actions for making the ocean a factor of competitiveness and internationalisation. Such actions could be taken together with EU and basin-specific partners such as Small Island Developing States in the Caribbean, Atlantic and Indian Ocean. The paper is developed within the framework of the EU-OECD project on Global Outermost Regions.

    Making renewable energies drivers of competitiveness in the EU Outermost Regions

    Internationalisation, specialisation and technological collaboration in the EU Outermost Regions - A patent data-based analysis

    This paper explores the innovation dynamics of the EU Outermost Regions (EU ORs) through patenting behaviour. It emphasises the potential for international collaborations with a wide range of partners, and recommends to mobilise the resources and strategies provided by the EU to strengthen research and innovation in the private sector; enhance the impact of public research centres and universities; and foster intra-regional co-operation. It also calls for stronger ties with African countries, the Latin American and Caribbean region, as well as Small Island Developing States (SIDS), to foster innovation-based collaborations, particularly around sustainable agriculture, renewable energy and the ocean economy. The paper is developed within the framework of the EU-OECD project on Global Outermost Regions.
