Indicators of Regulatory Policy and Governance

 

The Indicators of Regulatory Policy and Governance (iREG) present up-to-date evidence of OECD member countries’ regulatory policy and governance practices advocated in the 2012 Recommendation of the Council on Regulatory Policy and Governance.

 

The iREG indicators measure the three key principles of the Recommendation:

 

Stakeholder engagement

It helps to ensure that regulations focus on user needs by involving citizens, businesses, and civil society, makes regulations more inclusive and helps compliance with regulations.

Content and methodology of the indicators of regulatory policy and governance

 

 

iREG content, scope and methodology

The indicators are based on responses to the Regulatory Indicators surveys, provided by delegates to the OECD Regulatory Policy Committee (RPC) and central government officials. iREG present information collected through the OECD Regulatory Indicators surveys on 1) Stakeholder Engagement, 2) RIA and 3) Ex post evaluation.

  • Cover processes that apply to all policy areas.
  • Cover exclusively national regulations.
  • They do not include practices at the sub‑national level.
  • The indicators for stakeholder engagement and RIA focus on the processes of developing regulations (both primary and subordinate) that are carried out by the executive branch of the national government.
  • The indicator for ex post evaluation covers all national regulations regardless of whether they were initiated by parliament or the executive.

  • iREG 2021 (as of 1 January 2021): Data from 39 OECD member and the European Union.
  • iREG 2017 (as of 31 December 2017): Data from 37 OECD member, 2 accession countries, and the European Union.
  • iREG 2014 (as of 31 December 2014): Data from 34 OECD member countries and the European Union.
  • iREG LAC 2019 (as of 31 March 2019): Data from 10 Latin American countries, including OECD members and accession countries.
  • iREG LAC 2015 (as of 31 December 2015): Data from Seven Latin American countries, including OECD member and accession countries.
