- ANEEL, Brazil’s longest-standing independent regulator, regulates the generation, transmission, distribution and commercialisation of electricity. It has played a key role in the expansion of Brazil’s electricity sector, and it has built a reputation for its competent technical staff, a commitment to transparency and a drive to excel.
- ANEEL will need to define an overarching strategic agenda beyond technical decision-making and use its discretion within legal and technical requirements, ensuring that regulatory actions benefit long-term policy objectives for the sector.
- Building on the results of its work and its reputation, ANEEL can push to entrench further a culture of independence. This will require transparent dialogue with sector stakeholders regarding roles and responsibilities in the context of sector modernisation.
- In designing and implementing processes, the regulator will need to focus on their quality and outcomes to ensure streamlined methods of working and avoid bureaucratisation. This will require ANEEL to pioneer new practices, as it did before with its early adoption of regulatory management tools within the Brazilian public administration.
