Circular Economy Country Studies

The past decades have witnessed unprecedented growth in global consumption of raw materials, which also lead to increased environmental pressures. As a response to these challenges, countries across the world have made the transition to a circular economy one of their policy priorities.

Co-operation with the DG REFORM of the European Commission

The OECD is providing technical support to a number of EU Member States in their efforts to develop national circular economy strategies, roadmaps and action plans. These actions are funded by the European Union via the Technical Support Instrument, and implemented by the OECD, in co-operation with the Directorate-General for Structural Reform Support of the European Commission.

Towards a National Circular Economy Strategy for Hungary

The OECD has been supporting Hungary’s Prime Minister’s Office in developing a national circular economy strategy and an action plan through analytical work and a stakeholder consultation process.

In this project, the OECD developed a set of key elements for the future strategy, including the rationale and a vision for transitioning to a circular economy in Hungary.

The OECD also prepared an in-depth analysis of a set of priority areas that are deemed critical to the Hungarian circular economy transition – biomass and food, construction and plastics, as well as cross-cutting horizontal tools – and suggested 45 policy recommendations and specific implementation actions to help achieve circular potential in these areas in the short, medium and long term.

Closing the loop in the Slovak Republic

The OECD has been supporting the Ministry of Environment of the Slovak Republic in laying the ground for the development of a national circular economy roadmap and implementation plan through analytical work and a stakeholder dialogue process.

In this project, the OECD developed a set of key elements that could be used in the future national circular economy roadmap, including the rationale for transitioning to a circular economy in the Slovak Republic.

The OECD also prepared an in-depth analysis of three priority areas with a particularly large potential for resource efficiency and circular economy - the economic instruments to promote sustainable consumption and production, the construction sector and the food and other bio-waste value chain – and suggested more than 30 concrete policy measures to help achieve the circular potential in these areas.

Towards a circular economy strategic framework in the Czech Republic

‌The OECD has been supporting the Ministry of the Environment of the Czech Republic in developing a strategic framework for the circular economy –Circular Czechia 2040.

In this project, the OECD developed a set of key elements for the strategic framework, including the rationale for transitioning to a circular economy in the Czech Republic and an in-depth analysis of four priority areas: consumption and consumers, waste management, economic instruments, and research innovation and digitalisation.

The OECD also suggested 40 concrete policy measures to help implement the strategy, along with a monitoring framework to measure the progress made. The identified policy measures can support the Czech Republic’s efforts towards a green recovery from the COVID-19 pandemic that are an important policy priority for the country.
