    Investing in Youth: Korea

    The series Investing in Youth builds on the expertise of the OECD on youth employment, social support and skills. It covers both OECD countries and key emerging economies. The report on Korea presents new results from a comprehensive analysis of the situation of young people in Korea, exploiting various sources of survey-based and administrative data.     Part-time and Partly Equal: Gender and Work in the Netherlands

    The Netherlands performs well on many measures of gender equality, but the country faces a persistent equality challenge between women and men: the high share of women in part-time jobs. Nearly 60% of women in the Dutch labour market work part-time, roughly three times the OECD average for women, and over three times the rate for Dutch men. The Netherlands’ gender gap in hours worked contributes to the gender gap in earnings, the gender gap in pensions, women’s slower progression into management roles, and the unequal division of unpaid work at home. These gaps typically widen with parenthood, as mothers often reduce hours in the labour market to take on more unpaid care work at home. The Dutch government must redouble its efforts to achieve gender equality. Better social policy support can help level the playing field between men and women, contribute to more egalitarian norms around the division of work, and foster more gender-equal behaviour in paid and unpaid work in the Netherlands.

    Under Pressure: The Squeezed Middle Class

    Middle-class households feel left behind and have questioned the benefits of economic globalisation. In many OECD countries, middle incomes have grown less than the average and in some they have not grown at all. Technology has automated several middle-skilled jobs that used to be carried out by middle-class workers a few decades ago. The costs of some goods and services such as housing, which are essential for a middle-class lifestyle, have risen faster than earnings and overall inflation. Faced with this, middle classes have reduced their ability to save and in some cases have fallen into debt. This report sheds light on the multiple pressures on the middle class. It analyses the trends of middle-income households through dimensions such as labour occupation, consumption, wealth and debt, as well as perceptions and social attitudes. It also discusses policy initiatives to address the concerns raised by the middle class, by protecting middle-class living standards and financial security in the face of economic challenges.

    Investing in Youth: Peru

    The present report on Peru is part of the series on 'Investing in Youth', which builds on the expertise of the OECD on youth employment, social support and skills. This series covers both OECD countries and countries in the process of accession to the OECD, as well as some emerging economies. The report provides a detailed diagnosis of youth policies in the areas of social, employment, education and training policies. Its main focus is on young people who are not in employment, education or training (the 'NEETs'). Earlier reviews in the same series have looked at youth policies in Brazil (2014), Latvia and Tunisia (2015), Australia, Lithuania and Sweden (2016), Japan (2017), and Norway (2018).

    Society at a Glance 2019 - OECD Social Indicators

    This report, the ninth edition of the biennial OECD overview of social indicators, addresses the growing demand for quantitative evidence on social well-being and its trends. This year’s edition presents 25 indicators, several of which are new, and includes data for 36 OECD member countries and, where available, key partners (Brazil, China, India, Indonesia, Russia and South Africa) and other G20 countries (Argentina and Saudi Arabia). The report features a special chapter on lesbian, gay, bisexual and transgender (LGBT) people: their numbers, how they fare in terms of economic outcomes and well-being, and what policies can improve LGBT inclusivity. It also includes a special section based on the 2018 OECD Risks That Matter Survey on people’s perceptions of social and economic risks and the extent to which they think governments address those risks. In addition, the report provides a guide to help readers in understanding the structure of OECD social indicators.

    The OECD’s Social Benefit Recipients Database (SOCR) presents comparable information on the number of people receiving cash benefits. SOCR includes data for the main income replacement programmes in the unemployment, social assistance, disability and old-age branches. It currently covers ten years (2007-2018) for most OECD and EU countries.

    The Future of Social Protection - What Works for Non-standard Workers?

    Social protection systems are often still designed for the archetypical full-time dependent employee. Work patterns deviating from this model – be it self-employment or online 'gig work' – can lead to gaps in social protection coverage. Globalisation and digitalisation are likely to exacerbate this discrepancy as new technologies make it easier and cheaper to offer and find work online, and online work platforms have experienced spectacular growth in recent years. While new technologies and the new forms of work they create bring the incomplete social protection of non-standard workers to the forefront of the international policy debate, non-standard work and policies to address such workers’ situation are not new: across the OECD on average, one in six workers is self-employed, and a further one in eight employees is on a temporary contract. Thus, there are lessons to be learned from country experiences of providing social protection to non-standard workers. This report presents seven policy examples from OECD countries, including the 'artists’ insurance system' in Germany or voluntary unemployment insurance for self-employed workers in Sweden. It draws on these studies to suggest policy options for providing social protection for non-standard workers, and for increasing the income security of on-call workers and those on flexible hours contracts.
