Violence Against Women

 

Violence against women (VAW) remains a global crisis. Worldwide, more than one in three women have experienced physical and/or sexual intimate partner violence or non-partner sexual violence in their lifetime.


OECD governments increasingly prioritise this issue as a crucial front in the battle for gender equality: 21 of the 37 governments adhering to the OECD Gender Recommendation identified violence against women as one of the three most urgent policy challenges for gender equality in their countries in 2016. And the OECD has been called on to support countries in providing an integrated, cross-Ministerial and state-wide response towards violence against women through its Gender Mainstreaming Strategy and Action Plan.


The OECD stands ready to address this global challenge. The time to act is now.

  • October 2023: Breaking the Cycle of Gender-based Violence: Translating Evidence into Action for Victim/Survivor-centred Governance
    An alarming number of women and girls become victims/survivors of gender-based violence (GBV) at least once during their lifetime. While GBV has garnered more attention from policymakers in recent years, and has become a top gender-equality priority for OECD countries, significant challenges remain in all countries. This report promotes a comprehensive approach to breaking the cycle of GBV by combining insights from recent OECD work with robust evidence from surveys and questionnaires conducted in OECD Member countries. It offers recommendations for a comprehensive OECD GBV Governance Framework encompassing laws and access to justice, transforming restrictive gender norms, and integrating service delivery to prevent, address and - ultimately - end this violation of human rights.

  • February 2023: Supporting Lives Free from Intimate Partner Violence - Towards Better Integration of Services for Victims/Survivors
    This report presents a stocktaking of OECD governments’ efforts to integrate service delivery to address the most prevalent form of gender-based violence against women: intimate partner violence. It presents an overview of different strategies for coordinating key services commonly offered in OECD countries: healthcare, justice, housing, child services, income support, and preventative programmes to stop the reoccurrence of violence. Based on extensive feedback from 35 out of 38 OECD countries and a consultation with non-governmental service providers, this report identifies best practices and investigates the barriers to resolving one of the most pressing human rights issues in OECD countries today.

On 5-6 February, the OECD organised its inaugural conference on intimate partner violence, featuring panel discussions with OECD Ministers, leaders from business and civil society, and expert researchers. A key output of the event was the Call to Action, signed by Ambassadors to the OECD, calling for the OECD’s continued focus on ending this global crisis.
