22/06/2020 - The review was released on 22 June 2020 during the webinar “State-Owned Enterprise Reform in the Electricity Sector in Ukraine” with the participation of Ukraine Prime Minister Denys Shmyhal, Ambassador of Norway to Ukraine Ole T. Horpestad and OECD Deputy Secretary-General Masamichi Kono. Participants to the webinar included policy makers and representatives of a broad range of government and non-governmental stakeholders and served as a kick-off for a country review of Ukraine against the OECD Guidelines on Corporate Governance of State-Owned Enterprises to be conducted in 2020-2021 following Ukraine’s request to become an adherent.

About the report

The OECD is supporting the government of Ukraine in its efforts to reform the energy sector, in view of improving its competitiveness and integration into global markets, while ensuring energy security for Ukraine. Building on an earlier review of the hydrocarbons sector, the review evaluates the corporate governance of state-owned enterprises in the electricity sector on the basis of the OECD Guidelines on Corporate Governance of State-Owned Enterprises. 

The review identifies 19 detailed recommendations as priority areas for reform addressed to the state’s role as owner/shareholder, policy maker and regulator in the sector. It also addresses recommendations to improve the corporate governance of Ukraine’s National Power Company, Ukrenergo, responsible for operational and technological control of the Integrated Power System of Ukraine and electricity transmission to the regional distribution networks. 

This work falls under a broader project focused on energy sector reform in Ukraine financially supported by the Government of Norway.
