    Environment and Regional Trade Agreements

    The OECD is investigating the trends of environmental provisions in Regional Trade Agreements (RTAs) and their effects on the environment since 2005. Recent work focuses on how governments actually implement these environmental commitments and whether they have had an impact on environmental endpoints and on how to incorporate environmental objectives across these agreements for better policy coherence.

    Statebuilding and Accountability

    Taxation provides essential funding for development and is at the core of building capable states. The Tax and Development Programme is focusing on taxpayer education and measuring tax morale, and is also gathering evidence and offering guidance for development co-operation agencies on how to provide more and better support to country-led domestic resource mobilisation (DRM) efforts.

    Tax and Development Programme: Assisting Developing Countries on Extractive Industries

    In close collaboration with the G20 Development Working Group, the OECD is working to develop practical tools to assist developing countries improve their understanding of comparability analysis in mineral product transactions. This work supplements the OECD and G20’s wider work on combating BEPS, with the development of a practical toolkit on improving access to transfer pricing comparability data.

    BEPS Actions

    Developed in the context of the OECD/G20 BEPS Project, the 15 BEPS actions equip governments with domestic and international instruments to address tax avoidance, ensuring that profits are taxed where economic activities generating the profits are performed and where value is created. Under the inclusive framework, over 100 countries and jurisdictions are now collaborating to implement the BEPS measures and tackle BEPS.

    About exchange of tax information

    The key to international tax co-operation is effective exchange of information and the OECD has been at the forefront of international efforts to promote all forms of information exchange. In recent years, enormous progress has been made to establish high standards of tax transparency and information sharing so as to improve tax authorities' ability to deter, detect and disrupt tax evasion and avoidance.

    Tax and Development Programme: Curbing Wasteful Tax Incentives

    Under pressure to offer internationally-competitive tax environments, developing countries offer generous tax breaks that undermine their domestic resource mobilisation efforts with little demonstrable benefit in terms of increased investment. To assist developing countries, the Task Force on Tax and Development has developed a set of Principles to enhance the transparency and governance of tax incentives for developing countries.

    Tax and Development Programme
