Gabriela Ramos is the OECD Chief of Staff and Sherpa to the G20 and in this capacity supports the Secretary General’s strategic leadership and ensures that the Organization delivers on its mandates. She is responsible for the contributions of the OECD to the global agenda, including to the G20, G7, and APEC. She also oversees the Global Relations Secretariat, which works with over 100 countries around the world. Her work as Sherpa contributed to the Leaders’ commitment to the G20 Brisbane gender target in 2014 and the creation of the W20. She has been key in delivering major OECD contributions and international standards to this agenda, including on tax transparency, artificial intelligence and data, excess capacity, tracking trade and investment measures, climate and growth, among others. In 2019, she launched the Business for Inclusive Growth (B4IG) platform, endorsed by the French G7 Presidency, bringing together 40 major multinational companies committed to reducing inequalities. She has championed the OECD’s work to put people at the centre of policy-making through the provision of targeted policy advice in partnership with the European Union, the Inclusive Growth Initiative, and New Approaches to Economic Challenges (NAEC). She has advanced OECD work on gender equality, the well-being framework, and children. Most recently, she published a NAEC report entitled Systemic Thinking for Policy Making.

Previously, she served as Director of the OECD Office in Mexico and Latin America, co-ordinating several reports to advance health and education reforms in the country. She contributed to the implementation of the “Seguro Popular” to give access to health services to a large share of the uninsured population and helped establish the National Institute for Evaluation of Education. She developed the OECD’s Mexico Forum, launched the Getting it Right flagship publication series, and, in collaboration with the Mexican government, the NiñaSTEM Pueden initiative.

Prior to joining the OECD, Ms Ramos held several positions in the Mexican Government and launched a consultancy firm leading major environmental and social projects. She was also Professor of International Economy at the Universidad Iberoamericana and at the Instituto Tecnológico Autónomo de México.

Ms Ramos holds an MA in Public Policy from Harvard University and is a Fulbright and Ford MacArthur fellow. She was decorated with the Ordre du Merit by President François Hollande of France in 2013. Her work to promote gender equality earned her the 2017 and 2018 Forbes Excellence awards as well as being included, for two consecutive years (2018-2019), as part of Apolitical’s 100 Most Influential People in Gender Policy list. She is a member of the board of the Paris Peace Forum, UNICEF Advisory Group, Steering Group of the International Gender Champions Paris Hub, Multi-Stakeholder Council to the Global Solutions Initiative, and Lancet Commission on Gender-Based Violence and Maltreatment of Young People.
