    Conference on Transition to the green economy

    This event, with involvement from the OECD, on 6-7 September 2016, is of major strategic nature during the Slovak Presidency of the European Council. Its ambition is to improve understanding of the green economy concept, identify conclusions and pathways for transition as well as to involve and mobilise various actors and stakeholders in the discussions of possible future actions.

    This report introduces the Framework for Policy Coherence for Sustainable Development (PCSD) - a screening tool that aims to support governments in designing and implementing coherent policies. It explores policy coherence in the context of the 2030 Agenda for Sustainable Development and suggests options for monitoring and tracking progress in SDG target 17.14, which calls on countries to 'enhance policy coherence for sustainable development. The report also includes contributions from member states on their policy mechanisms and institutional arrangements for implementing the SDGs at the national level.

    Fragmentation in clean energy investment and financing

    Scaling-up investment in renewable electricity is critical for reducing greenhouse gas emissions from the power sector. Despite increasing cost-competitiveness, overall investment in renewables projects remains constrained by policy and market obstacles. These hinder development of a sufficient pipeline of bankable projects and affect the risk-return profile of renewable electricity projects.

    Green Investment Banks - Scaling up Private Investment in Low-carbon, Climate-resilient Infrastructure

    This report provides the first comprehensive study of publicly capitalised green investment banks (GIBs), analysing the rationales, mandates and financing activities of this relatively new category of public financial institution. Based on the experience of over a dozen GIBs and GIB-like entities, the report provides a non-prescriptive stock-taking of the diverse ways in which these public institutions are catalysing private investment in low-carbon, climate-resilient infrastructure and other green sectors, with a spotlight on energy efficiency projects. The report also provides practical information to policy makers on how green investment banks are being set up, capitalised and staffed.
