Final event - Monitoring Uzbekistan’s Progress towards Green Growth Using the OECD Green Growth Indicators Framework

 

 


The meeting "Monitoring Uzbekistan’s Progress towards Green Economy using the OECD Green Growth Indicators framework" took place on 24 October 2023.

Objectives of the meeting

The event was a formal launch of the report: Greening the Economy in Uzbekistan: The State of Play in 2023 and associated web platform. It provided the opportunity to network amongst participants.

Participants

The meeting was opened by his excellency the First Deputy Minister of MoEF, Mr. Ilkhom Norkulov followed by remarks from the OECD’s Deputy Director for Environment Dr. Mathilde Mesnard. The event gathered representatives of the Ministry of Economy and Finance, as key national partner, as well as the Deputies from the Ministry of Ecology, Environmental Protection and Climate Change, Statistics Agency and other line Ministries and national stakeholders. It also brought together representatives from development partners and non-government organisations.

Background

The Government of Uzbekistan is committed to green growth and the transformation towards a green economy. The Decree of the President of the Republic of Uzbekistan dated December 2, 2022, No. PP-436 approved the Program and Action plan for the transition to a green economy and with it eight main indicators and targets to monitor progress. The Ministry of Economy and Finance (MoEF) is tasked with the implementation and monitoring of the green economy strategy.

In this regard, the report “Monitoring Uzbekistan’s Progress towards Green Growth using the OECD Green Growth Indicators framework: the State of Play in 2023” is a key component of the MoEF’s green economy monitoring efforts. It adopts and uses the Green Growth Indicator framework (GGI) developed by the Organization for Economic Cooperation and Development (OECD) in 2011. The framework has been widely applied among OECD members and beyond, including in Central Asia. The report applies the GGI framework for the first time to Uzbekistan and allows for comprehensive and detailed tracking of Uzbekistan's performance in all main areas of green growth. The report has seven chapters. The six chapters show trends in Uzbekistan between 1990-2022 for the four GGI dimensions: i) establishing a low-carbon, resource-efficient economy; ii) maintaining the natural asset base; iii) improving people’s quality of life; and iv) implementing appropriate policy to realise the economic opportunities of green growth. The last chapter monitors the eight national indicators against the 2022 targets. The report makes use of national data where available and international data to complement it.

The study was a joint effort between the MoEF, Westminster International University in Tashkent (WIUT), Statistical Agency of Uzbekistan (SA) and the OECD. The work is financed by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety through its International Climate Initiative (IKI) and implemented under the GREEN Action Task Force hosted by the OECD.
