Stéphan Vincent-Lancrin - Project Manager

Stéphan Vincent-Lancrin is currently responsible of two CERI projects: Innovation Strategy for education and training ” and “The future of higher education ”. His current interests cover: the nature and level of education and skills that are in demand in innovative societies; the innovation ecology in education (including higher education); the measurement of innovation in education.

He has been working on various topics related to higher education, educational innovation, and their economic and social impacts, including the iInternationalisation and future of higher education, e-learning knowledge management,  the role of education and training in regional innovation systems (learning cities and regions) and New Millennium Learners (NML).

Stéphan has authored many articles and book chapters and edited several reports, including the recent OECD/CERI publications on Higher Education to 2030 (volume 1: demography; volume 2: globalisation), Cross-border tertiary education : a way towards capacity development , and Internationalisation and trade in higher education. Beyond internationalization, his publications cover a broad range of topics like gender inequality, demography, ICT, innovation, capacity building, or finance and provision of higher education.

Before joining the OECD, Stéphan has worked for 7 years as lecturer and researcher in economics at the University of Paris-Nanterre and the London School of Economics.

He is a Marie Curie Fellow and a 2007 Fulbright New Century Scholar. He holds a PhD in economics, a grande école diploma in management, and a master’s in philosophy.

Cassie Hague - Analyst

Cassie joined the team as an analyst in 2020 and works primarily on the Fostering Creativity and Critical Thinking project. She joined the OECD after several years working in academia and policy contexts. She has taught online and in person, including on a doctoral programme in Higher Education at the University of Liverpool and at the IGS Group of schools in France, teaching modules such as intercultural studies and offering consultancy support to the innovation team, designing pedagogical resources and serious games. Her research activities have included being part of an international team of academics investigating how effective team-learning can be supported in online environments. She previously worked for Futurelab, an organisation exploring innovation and the use of digital technologies in education where she wrote on how practitioners and policy-makers can support the integration of digital literacy across school curricula and in the UK parliament, running an all-party group of policy makers and NGOs. She holds a PhD in Politics from the University of Exeter in the UK.

Gwénaël Jacotin - Statistician

He is currently working on the project on Creativity and Critical Thinking, mainly responsible of all data related aspects (collection, management, analysis). He also spent few months in the PISA team, working mainly on the 2018 report on Equity.

He holds a Master's degree in Economics from the Paris School of Economics (PSE) and another Master's degree in Statistics from the Paris 1 Sorbonne University.

Quentin Vidal - Analyst

Quentin is a Junior Policy Analyst for the team. He joined the OECD in 2018 and has primarily worked on both cycles of the Fostering Creativity and Critical Thinking project as well as on the future of skills, smart data and innovation in education and digital learning. He co-authored several OECD reports on those topics and coordinated large quantitative evaluations of the team’s longitudinal studies on innovative skills in primary, secondary and higher education.

Prior to joining the Organisation, Quentin worked as a teaching assistant in macroeconomics at Toulouse School of Economics (TSE) and as a research assistant in economics at Sciences Po. and Paris-Dauphine University. He holds a Master’s degree in Public Policy and Development and a BSc in Economics from TSE.

Jun Yu - Analyst

Jun joined the OECD in 2021 as an Analyst for the Centre for Educational Research and Innovation. He worked in the 21st Century Children project and now works primarily in the Smart Data and Digital Technology in Education project. Prior to arriving at the OECD, he served as a researcher at the London School of Economics and Political Science (LSE), investigating the social and ethical implications of AI, machine-learning algorithmic systems, and data technologies. He also taught (at LSE) Bachelor’s and Master’s courses in information systems, digital platforms, privacy, and data justice. 

Jun holds a B.A. from University of London (Goldsmiths), an M.Phil. in Sociology from University of Cambridge, and an M.Sc. and Doctor of Philosophy in Media and Communications from LSE.

Federico Bolognesi - Project Assistant

Federico is a Project Assistant, involved in all the Innovation Strategy for Education and Training team's projects.

Before joining OECD in 2022, Federico worked for two years as proofreader and assistant at the Court of Justice of the European Union in Luxembourg and, for more than seven years, in metadata and content industry for a multinational company as Operations Coordinator, Content Editor and Trainer. Before that, he has been an intern at the Embassy of Italy in the United States in Washington D.C., where he was actively involved in the organisation of the project “2013: Year of the Italian Culture in the US".

He holds a Master’s degree in Italian Literature and Medieval History at the University of Urbino "Carlo Bo"  and a Violin Diploma from the Conservatory "G. Rossini" of Pesaro, Italy.
