- Since 2012, the Mexican Social Security Institute (IMSS) has worked to simplify its administrative formalities, benefitting citizens and businesses.
- In 2013, the IMSS introduced the Digital IMSS Strategy to improve the simplification and facilitate access to formalities and services for users, pensioners, employers and citizens.
- This report measures the impact on citizens and businesses of improving 84 formalities of the IMSS. Out of the total of formalities analysed, 31 can be carried out online and 3 by mobile application.
- The report concludes that the simplification and digitisation of procedures have generated a reduction of 25% to 40% of the administrative burdens. The decrease in the requirements, the streamlining of forms and the possibility of sending information remotely (through a computer or smart phone) reduces the number of person-hours devoted to comply with a formality.
- The 25% decrease compares favourably with the experiences reported by OECD member countries, which have set the goal of reducing administrative burdens by 20% - 25%.
- The administrative burdens that users of the IMSS face could be further reduced by 11%. This could be achieved by digitising 27 additional formalities and increasing the use of digital formalities from 19% to 25.8%.
- A wide-ranging simulation shows that the IMSS could reduce administrative burdens by 32%. In order to achieve these savings, it must digitise the 84 formalities included in this report and at least 66% of the users should use the digital channels to carry out formalities.
