The 18th Meeting of the DAC Network on Environment and Development Cooperation (ENVIRONET) took place on 2 March 2016, focusing on the linkages between the implementation of the Agenda 2030 and the Paris agreement on Climate Change, and biennium work planning for ENVIRONET 2017-18.
The annual meeting was followed by the Informal Working Session on Biodiversity Mainstreaming on 3 March 2016, which centred on exploring biodiversity and development mainstreaming practices and challenges in partner countries.

Agenda 2030, the Addis Ababa Action Agenda and the Paris Agreement recognise managing climate change and environmental risk as fundamental to development and poverty reduction. They set out a bold vision to transform the way we develop and alter development pathways to deliver green and inclusive growth. This session will explore the synergies and opportunities created by the outcomes of these 2015 processes.
Ms. Gisela Campillo , OECD Secretariat, and Tara Shine, environment and development consultant, presented the key messages from the paper : The Role of Development Cooperation in Climate Action in Agenda 2030”. The presentation provided key messages on the synergies between climate finance and development finance, outlined some key opportunities and challenges that the post 2015 landscape provides for development cooperation providers.
Mr. Hallengate presented the main results and conclusions from his report, outlining the links between climate change and poverty, presenting causes that drive people into poverty (including spikes in food prices, natural disasters and health shocks) and the consequences of these shocks in poor populations (for example poor people in cities are more likely to be flooded than people with higher income). Using different scenarios on the impacts on climate change on poverty, Mr Hallengate provided the participants with key facts and urged the development and climate communities to work together and plan to react, including promoting basic good development practices such as promoting financial inclusion, better infrastructure, building strong social protection systems and designing policies to benefit the poor. Agenda 2030, the Addis Ababa Action Agenda and the Paris Agreement also raise key challenges for providers of development co-operation. The discussion started on session 2 around the synergies and opportunities posed by the agreement reached on 2015 shifted to the main challenges posed and how to tackle them.
This session facilitated a discussion among members and other stakeholders about ENVIRONET and its role within the OECD DAC programme of work and budget. It will provide an opportunity to identify priorities and shape themes for work proposals, as well expected areas of impact and outcomes, arising from OECD DAC work on climate change, environment and development for the biennium 2017-2018.
Naeeda Crishna Morgado, from Development Co-operation Directorate, and Katia Karousakis, from Environment Directorate, introduced the Mainstreaming Biodiversity and Development DAC-EPOC research project, presenting on its scope, structure and timelines. The presentation set the scene for an in-depth discussion of the project in the last session of the day.
The session featured three presentations by national biodiversity experts from developing partner countries: Antonio Sanchez, from the Ministry of Environment of Peru; Dr Genene Tefera Belihu, from the Ethiopian Biodiversity Institute; and Nguyen Thanh Thao, from the Ministry of Natural Resources and Environment of Viet Nam. The presentations focused on countries' mainstreaming practices within their cross-sectoral and sectoral policies, and institutional and legal frameworks in place to support the mainstreaming efforts. The presentations formed the basis for a substantive round-table discussion amongst participants on the challenges and lessons learned in mainstreaming biodiversity and development.
The session featured presentations by Frédérique Willard, from Agence Française de Développement (AFD), and Dr Hadas Kushnir, from U.S. Agency for International Development (USAID). The presentations focused on the approaches used by AFD and USAID to mainstreaming biodiversity and ecosystem services across their development co-operation strategies and programmes.
Galina Alova, from Development Co-operation Directorate, and Katia Karousakis, from Environment Directorate, presented preliminary findings, from a desk-based research on reciprocal biodiversity mainstreaming at the national level in 11 partner countries.
