Meeting objectives and how to Prepare for the OECD DAC Governance Network Plenary Meeting, December 14-16
Our upcoming GovNet meeting will be the time to work together with all members to advance our strategic direction in light of existing efforts around SDG16 and what relevant partners are developing. Our challenge will be to collectively develop a vision for 2020 for our work; act as a locus of learning and policy dialogue; and provide products that assists in addressing tough aspects of SDG16 implementation.
In December, we will aim to develop our strategy and product ideas for the 2017-18 period, keeping in mind a vision for 2020. Our agenda will cover:
- SDG 16 Implementation: An overview of SDG16 implementation efforts and ways GovNet can be supportive, including around ‘how’ implementation happens and the politics of reform and donor efforts to be more adaptive. This might include Thinking and Working Politically or tracking spending by the shareholders in governance represented in GovNet.
- Anti-corruption: The State of play and new ways of working, including a range of Anti-Corruption efforts with the ACTT Co-Chairs.
- Mutual learning: Country dialogue and peer learning via venues for mutual country-level learning with partners such as EIP with the Co-Chairs of EIP.
- Partnerships and linkages: How should GovNet work with other organisations most effectively to ensure we maintain comparative advantage, , World Bank (i.e. engage in follow up to the World Development Report on Governance and the Law, Global Partnership for Social Accountability), the Open Government Partnership (OGP), the UNDP, the World Resources Institute, etc. How can it engage best with the Global Partnership on Effective Development Co-operation and the Effective Institutions Platform?
- Strategic planning, leading and delivering: We will plan for 2017-18, also considering finalized work on innovations in governance and on results-based financing from the current work programme. We will discuss how we should draw connections to other DAC Networks, relevant work in other parts of the OECD and other key efforts around SDG16 implementation. GovNet provides an important aspect of the thought leadership and learning agendas on governance issues for many bilateral and multi-lateral organisations. How can members get more involved in the work of GovNet in areas which will assist you at home and provide collective action and learning at the international level?
These are the broad areas we see as important to our agenda in December. We hope you will help us prepare in the following ways:
- Draft agenda items: First and foremost, please send us any comments on the agenda items outlined here and/or indicate any sessions that you would like to lead or for which you have suggestions for speakers to lisa.williams@oecd.org .
- Priorities, thought leadership and mutual learning: Please also send us a short note on your organisation’s current priorities in our field, your research and learning agenda . This will allow us to help build more shared efforts.
- Priorities and SDG16: As you plan for your engagement in a number of areas, please bring to the meeting an update on your efforts on SDG 16 and how you see this process moving ahead so that we can shape that discussion to best serve you.
- DAC Delegates: Contact your DAC Delegates to be sure to communicate with them on our work planning on governance and linkages to other groups in the DAC, the Development Cluster or the wider OECD.
- Event registration: Finally, please send your registration details for the next OECD-DAC GovNet meeting on 14-16 December 2016 at the OECD Headquarters in Paris, and please note that this is just after the Summit of the Open Government Partnership in Paris. If you are able to attend both events, please let the Secretariat know so that we can coordinate. Once again, if you are planning to attend to the High Level Meeting of the Global Partnership on Effective Development Co-operation (GPEDC) in Nairobi, we will hold the annual meeting of the Effective Institutions Platform on 29 November, hosted by Margaret Kobia, Public Service Commissioner of Kenya.
