    Review of the OECD Guidelines on Corporate Governance of State-Owned Enterprises

    In 2023, the Working Party began a review of the Guidelines to reflect nearly a decade of experience and evolving best practices since the 2015 revision. The review will strengthen the Guidelines to ensure that SOEs contribute to sustainability, and economic security and resilience, by maintaining a global level playing field and high standards of integrity and business conduct.

    Updated guidelines lift ambition on responsible business conduct

    At the 2023 Meeting of the OECD Council at Ministerial Level, Ministers adopted newly updated Guidelines for Multinational Enterprises on Responsible Business Conduct designed to respond to urgent social, environmental and technological priorities facing business and society.

    OECD advises Romania on further reform of its state-owned enterprise sector

    The OECD Review of the Corporate Governance of State-Owned Enterprises in Romania was launched at an event hosted by the Romanian Ministry of Finance in Bucharest on 10 February 2023. The Review is based on more than a year’s consultations between the OECD and representatives from the Romanian Government, as well as non-government stakeholders.

    OECD Review of the Corporate Governance of State-Owned Enterprises in Romania

    The Romanian government has undertaken important legal and institutional changes over the past decade to improve the governance and performance of its state-owned enterprises (SOEs), yet significant implementation shortcomings persist. This review describes and assesses the corporate governance framework of the Romanian SOE sector against the OECD Guidelines on Corporate Governance of State-Owned Enterprises. It also makes recommendations to help the Romanian authorities design adequate mechanisms to ensure the implementation of applicable rules for the exercise of state ownership and the governance of SOEs.
