Review of higher education institutions in regional development 2008-10: The Bío Bío Region, Chile

The OECD Bío Bío review report is available here .

The executive summary is available here.

The Bío Bío Region has pioneered regional development in Chile. It has a high concentration of higher education and research activity. Its universities and other higher education institutions have made significant progress in widening access to education. But challenges remain: the Bío Bío Region continues to suffer from brain drain as well as higher than average unemployment and poverty rates. This joint OECD and World Bank review explores a range of helpful policy measures and institutional reforms to mobilise higher education for the development of the Bío Bío Region.

Higher education has been defined as a high-priority sector for regional development.

By participating in the OECD Review of Higher Education Institutions (HEIs) in Regional Development, the region hopes to:

  • Identify and overcome barriers to regional growth
  • Enhance the co-ordination of HEIs
  • Improve co-ordination within the private sector
  • Improve the relationship between HEIs, the private sector and government
  • Establish a permanent dialogue group

Key issues in Bío Bío

  • Widening access to higher education
  • Enhancing the quality of higher education
  • Building stronger state universities
  • Increasing the scientific and technological capacity of the region and the country
