Regulatory policy

Recommendations and Guidelines on Regulatory Policy

 

Based on the lessons learned from a body of OECD reviews (23 member country reviews and 4 non-member country reviews have been completed to date) and following an intensive process conducted in OECD committees and the Regulatory Policy Committee, the OECD Council adopted the Recommendation of the Council on Regulatory Policy and Governance on 22 March 2012. These are the most detailed and advanced international guidelines and principles to be implemented by OECD member countries on regulatory quality and performance.

 

Background 

In 1995 the first-ever international statement of regulatory principles common to member countries was published by the OECD (Recommendation of the Council on Improving the Quality of Government Regulation, 1995). At that time OECD ministers requested the OECD to examine the significance, direction and means of reform in regulatory regimes in member countries. But as countries make progress, their goals are set higher, and their working methods adjust to changes in the policy environment. In addition, developments in competition policy, policies for market openness, and regulatory quality policies and tools as well as in specific sectors such as network utilities, require the OECD to update the Recommendations.
