OECD Ministerial Council Meeting
2-3 May 2024

 

The 2024 Meeting of the OECD Council at Ministerial Level, chaired by Japan with Mexico and the Netherlands as Vice-Chairs, will take place on 2-3 May 2024


The Ministerial Council Meeting (MCM) is the OECD’s highest-level forum, attended by ministers of finance, economy, foreign affairs, trade and other government departments from OECD Member and Partner countries, and by representatives of International Organisations.


The theme of this year’s MCM is “Co-Creating the Flow of Change: Leading Global Discussions with Objective and Reliable Approaches towards Sustainable and Inclusive Growth.” Governments are facing complex and interrelated issues ranging from climate change and digitalisation, to the economic and social impacts of population ageing, to challenges to the rule of law. These are shared challenges that are best tackled together. 

 
Effective policy cooperation on the strong foundation of evidence-based best practice and multilateral dialogue is essential, and the 2024 OECD Ministerial Council Meeting is an opportunity to engage in high-level discussions among Members and non-Members on the issues critical to today’s international community. 


The theme for the 2024 MCM on “Leading Global Discussions with Objective and Reliable Approaches towards Sustainable and Inclusive Growth” comprises three overarching pillars: 


•    A Diverse, Inclusive, and Likeminded OECD: Strengthening the Outreach of our Work.

•    An Economic Order based on the Shared Values: Firmly Maintaining Free and Fair Trade and Enhancing Economic Resilience. 

•    Co-creating a Better Future: Addressing Emerging Challenges at Global Scale.


The 2024 MCM will further leverage the strengths of the OECD to support policymakers around the world to develop sound and well-coordinated policy responses to each of the structural shifts in front of us, grounded in our shared values of democracy, the protection of human rights, the rule of law and market-based economic principles. A renewed commitment to strong and effective multilateralism, with the OECD at the centre of global cooperation, will help promote global efforts to co-create better policies for better lives and a better future.


Selected sessions of the MCM and related events will be open to media on-site and virtually. A full calendar is provided below and will be updated regularly online. Additional media briefings may be announced on-site.




Media Registration Information


Please read carefully, as separate registrations are required for remote coverage of press conferences.



•    OECD 2024 Ministerial Council Meeting


All journalists wishing to cover any part of the MCM on-site at the OECD, including the 2 May presentation of the latest OECD Economic Outlook, must register themselves for a Ministerial media badge. This includes media traveling with Ministerial delegations. 


New: The deadline for registration to cover the Ministerial on-site is Thursday 25 April. Late registrations may not be processed.


Accredited journalists not travelling with Delegation motorcades will be required to present a valid press card and ID or passport at the OECD main entrance at 2, rue André-Pascal, as well as to pass through a metal detector and subject luggage and bags to X-ray control. 


A single badge will grant access to the areas used for public events. You will not have access to the MCM restricted zone. Media photographers and camerapersons will only be authorised to access the MCM rooms for specific photo sessions accompanied by OECD staff. 


Media workspace including internet access and power will be provided. All journalists who register for on-site coverage will receive a virtual media kit and be invited automatically to an online technical briefing to review logistical details.

Technical pre-briefing for media

OECD will invite journalists registered to cover the 2024 MCM to a virtual pre-briefing to review media availabilities and on-site facilities. This briefing will be conducted in English with French and Japanese translation.

Economic Outlook

Prior to the opening of the MCM, the OECD will publish its latest Economic Outlook with analysis and projections for the world economy. OECD Secretary-General Mathias Cormann will present the Outlook with Chief Economist Clare Lombardelli.

Ministerial Dialogue
Optimising global climate action through data, policy advice and increased international cooperation: the role of the Inclusive Forum on Carbon Mitigation Approaches (IFCMA)

Co-hosted by the OECD and by Japan as Chair of the 2024 OECD Ministerial Council Meeting, this Ministerial dialogue will reflect on the role of domestic policies and international cooperation in taking forward the outcomes of COP28, including tripling global renewable energy capacity and doubling energy efficiency by 2030 and transitioning away from fossil fuel system in a just, orderly and equitable manner. Ministers and senior government officials will discuss how better data and information sharing, evidence-based mutual learning, and inclusive multilateral dialogue through the Inclusive Forum on Carbon Mitigation Approaches (IFCMA) can support countries in optimising the global impact of their emissions reduction efforts.

MCM Side Event: Towards Safe, Secure, and Trustworthy AI

New: Hosted by Japan as Chair of the 2024 OECD Ministerial Council Meeting, a side event before the Opening Ceremony will highlight the progress of the Hiroshima AI Process (HAIP) to date.

10th Anniversary of the OECD Southeast Asia Regional Programme

•    Remarks from the ASEAN Chair, Lao People's Democratic Republic (DPR) 

The OECD Southeast Asia Regional Programme (SEARP), inaugurated in 2014, supports the region in its domestic priorities, policy reforms and regional integration efforts. Its structure is designed to encourage a systematic exchange of experience to develop common solutions to regional and global policy challenges. This celebration of the Programme's 10th anniversary will review its progress to date and include an announcement of the signing of a Memorandum of Understanding (MoU) between the OECD and the Economic Research Institute for ASEAN and East Asia (ERIA).
