Permanent migration to OECD countries reached 6.1 million in 2022, a 26% increase compared with 2021, and its highest level since at least 2005. 15 out of the 38 OECD countries registered in 2022 their highest levels of permanent migration over the past 15 years. Rising labour migration was one contributing factor, as migrant workers have helped lower labour and skills shortages in OECD countries.

Drawing on data from the OECD Survey of Adult Skills (PIAAC), this report reviews the differences in migrants’ characteristics and considers how they relate to the actual skills migrants possess. It examines the relationship between migrants’ skills and their labour and non-labour market outcomes in host countries and sheds new light on how migrants’ skills are developed, used and valued in host country labour markets and societies.

45% of refugees in Europe are women, yet little is known on their integration outcomes and the specific challenges they face. This report summarises prior research on the integration of refugee women, both compared with refugee men and other immigrant women. It also provides new comparative evidence from selected European and non-European OECD countries.

The Republic of Armenia has one of the highest emigration rates in the world, with about 30% of the population living outside the country. The country would benefit from strengthening its whole-of-government approach to making migration an integral part of its overall development strategies, argues a new report by the OECD Development Centre and the Caucasus Research Resource Center (CRRC)-Armenia.
