This report provides insights on applying behavioural insights to improve public integrity in the public administration of the Slovak Republic. This report illustrates, through a stepwise application of the OECD BASIC toolkit, how corruption risk management policies can be improved through the identification and analysis of undesired behaviours, and through the design and testing of strategies to change these behaviours. Specifically, a randomised controlled trial was employed to test the effect of two behaviourally informed strategies to improve risk communication in the public administration. The results provided novel empirical evidence that: 1) providing support to public servants to better understand risks; and 2) exposing public servants to good leadership examples can improve their propensity to communicate risks. Moreover, it was found that feeling safe, trusting and being aware of risk communication channels also play an important role in improving risk communication. Based on the findings, this report provides recommendations to improve the risk management system of the Slovak Republic and inform the discussion on the upcoming National Anti-corruption Strategy, contributing to advancing the country’s efforts in curbing corruption.

Procurement of information and communication technologies (ICT) plays a decisive role not only in public-service delivery but in public-sector modernisation. This report takes stock of current ICT procurement practices in the Slovak Republic and provides evidence-based strategic policy advice for the Slovak Government on how to adopt more innovative and agile approaches in ICT procurement. It presents examples from OECD countries on ICT procurement reforms and the use of innovative, flexible approaches for public procurement of ICT.

The OECD Integrity Review of the Slovak Republic provides concrete recommendations for strengthening the Slovak Republic’s Anti-Corruption Policy, in particular through identifying key corruption risk areas. It analyses integrity standards, including on conflict of interest and post-public employment, and pinpoints where to close gaps in the current legislation to reinforce a culture of integrity across the whole of government. The Review also suggests tools for strengthening engagement with businesses and citizens to understand and uphold their roles and responsibilities for integrity. Finally, the Review assesses the government decision-making process and identifies measures for improving its transparency and integrity for more accountable and equitable policies.

Subnational governments carry out more than 60% of total public procurement in OECD countries. As such, public procurement can offer a powerful tool for cities to boost local growth and advance their strategic priorities, ranging from innovation and inclusion to the transition to a low-carbon economy. Bratislava, the most populated and richest municipality in the Slovak Republic, carried out 39% of its expenditures through public procurement in 2019. The COVID-19 crisis has enhanced both the urgency and the opportunity to improve the city's procurement system and to rethink 'what' and 'how' to procure. In this context, Bratislava is developing new directives to make its procurement processes more efficient. This report offers recommendations on how Bratislava can use public procurement strategically to identify value-for-money solutions, foster competition, and promote sustainable urban development. The report also includes a concrete case study on Bratislava’s public procurement for street lighting, which provides methodological guidance on the analysis of needs, market engagement, and tender design.

In line with the EU Public Procurement Directives, the Slovak legislation foresees the use of criteria accounting for quality, environmental benefits or social inclusion in public tenders. However, their use remains limited in practice. This report provides analysis and evidence to help the Slovak authorities design a national strategy to mainstream the use of criteria beyond price in public procurement.

This policy paper analyses current practices related to the implementation of European Structural and Investment Funds (ESIF) in the Slovak Republic, in particular, the Operational Programme Research and Innovation (R&I). The Slovak Republic benefits from one of the largest shares of European Structural and Investment Funds (ESIF). However, the country ranks amongst the EU member states with the lowest absorption of R&I ESIF. In 2017, administrative inefficiencies and irregularities resulted in further decommitments by the European Commission. This paper identifies bottlenecks in the ESIF projects’ implementation across the entire project life cycle, from the preparation of calls to the execution of selected projects. It offers the Slovak Republic tailored policy recommendations to support the effective implementation of European funds for research and innovation and avoid further decommissioning. To ensure lasting changes, this policy paper proposes an action plan where all relevant stakeholders would contribute to effectively implementing transformational reforms.

This report presents the findings and recommendations of the OECD review of SME and Entrepreneurship Policy in the Slovak Republic. It examines how to address the challenges of stimulating more productive entrepreneurship, supporting enterprise scale-up, stimulating SME exports and global value chain participation, increasing SME innovation and innovative entrepreneurship, and making entrepreneurship more inclusive across the population. The report examines SME and entrepreneurship performance and the business environment for SMEs and entrepreneurship in the Slovak Republic, giving benchmarks against other OECD countries. The report also takes a close look at arrangements to ensure policy leadership, co-ordination and consultation in this field. It examines the government support programmes across areas including SME and entrepreneurship financing, supporting innovation, building SME workforce skills and public procurement. It also examines the east-west divide in SME and entrepreneurship activity and their supporting conditions in the Slovak Republic and how to strengthen regional entrepreneurial ecosystems across the country. Further chapters focus on SME digitalisation and the promotion of self-employment and social entrepreneurship to strengthen the labour market attachment of the Slovak Republic's Roma community.

Skills are the key to shaping a better future and central to the capacity of countries and people to thrive in an increasingly interconnected and rapidly changing world. Megatrends such as globalisation, technological advances and demographic change are reshaping work and society, generating a growing demand for higher levels and new sets of skills. OECD Skills Strategy projects provide a strategic and comprehensive approach to assess countries’ skills challenges and opportunities and help them build more effective skills systems. The OECD works collaboratively with countries to develop policy responses that are tailored to each country’s specific skills needs. The foundation of this approach is the OECD Skills Strategy Framework, which allows for an exploration of what countries can do better to 1) develop relevant skills over the life course; 2) use skills effectively in work and in society; and 3) strengthen the governance of the skills system. This report, 'OECD Skills Strategy Slovak Republic: Assessment and Recommendations', identifies opportunities and makes recommendations to strengthen the skills of youth, reduce skills imbalances, foster greater participation in adult learning and strengthen the use of skills in the workplace.

This paper presents and discusses the general findings and key policy messages of the 2019 OECD Open, Useful and Re-usable data (OURdata) Index, and provides a detailed analysis of the results for each pillar and sub-pillar. Additionally, it assesses the main advancements and challenges related to the design and implementation of open government data (OGD) policies in OECD member and partner countries by comparing the results for 2019 with those of the 2017 edition. This policy paper contributes to the OECD work on the digital transformation of the public sector, including digital government and data-driven public sector and open government data.
