  •  is the German Federal Ministry for Economic Co-operation and Development (BMZ) framework of action for German development cooperation with partner countries characterised by difficult situations, to help foster development-oriented transformation processes, reducing the causes of fragile statehood and poor government performance and strengthening the capacity for non-violent social change. This Strategy is also intended as a guide for Germany’s development policy engagement in multilateral organisations.

  • On development-based and military responses to new security challenges – A BMZ discussion paper (2004) 
    Seeks to make a contribution to the ongoing debate on how and under what terms development cooperation and military interventions can and must work together in helping to shape conditions in other countries.
  • Promoting Good Governance in Post-Conflict Societies (2006)
    Summarises the features of governance in post-conflict societies and discusses some of the strategies for promoting good governance in development co-operation. Intends to clarify how good governance can be promoted in post-conflict societies and which role development cooperation could play in this context.
