The Spatial Productivity Lab Special Session - The spatial dimensions of productivity for regional growth

Productivity is an unsung hero in our lives. An abstract concept that for a long time was the topic of discussions in economics and among (some) policy makers seems to start making its way into day-to-day vocabulary of the mass media and into people’s living rooms. There is growing understanding that a steady and widely shared productivity growth is needed for broad-based improvements in living standards and wellbeing.

Traditionally productivity was considered at the national level in policy making and at a firm- or industry- level in academic research. As a result, regulation regimes, banking systems, industrial strategies are the prime focus areas for policies aiming to boost productivity. Place-specific efforts to enhance productivity were not a salient part of the discussions or policy efforts, as markets were expected to deliver welfare-maximising results with no additional interventions or modifications to the centralised approach to productivity. In reality, free markets do not automatically lead to a spatially equal distribution of wealth and wellbeing, so regions should play a more active role in reducing productivity imbalances.

The now traditional OECD SPL special session on the spatial dimension of productivity brings together researchers interested in the topics of regional (productivity) growth, its effects and determinants. It offers a forum to discuss recent research and to brainstorm on the future directions of inquiry so that it can deepen our understanding but also inform policies for enhanced and sustainable regional growth.

The Spatial Productivity Lab and Politecnico di Milano Special Session - Relaunch of productivity for regional growth and cohesion

The economic crisis that started in 2008 brought structural changes in the European and other advanced economies, overall highlighting the need of a re-launch of productivity. However, the magnitude of such changes and their effects on productivity are still to be satisfactorily measured and interpreted. This is important, since differences between regional economic circumstances will strongly affect their growth opportunities.

The ongoing COVID-19 crisis has further underscored the importance of the spatial dimension both for the spread of the disease and the ability of places to cope with the economic and social repercussions. As the world slowly and painfully returns to “normal”, a renewed attention is needed to the ways of empowering all regions to recover, to grow and to use the opportunities opened by the pandemic for reducing interregional inequalities.

The special session will offer a forum for a comprehensive discussion on the spatial drivers of productivity and the ways for subnational policies to facilitate regional productivity growth as well as on the implications of spatial differences in productivity for other socioeconomic dimensions such as wellbeing, inequality and resilience.

Presentation: Regional productivity - Drivers and shocks | 13 Oct. @ 15.30-17.00

The analysis of regional productivity provides insights on how national productivity performance is composed of performance by regions and cities with varying experiences in economic growth and productivity. The ability to strengthen productivity performance especially in struggling areas can have major aggregate benefits. This session discusses analysis of productivity at the subnational level, factoring in government institutions (discussion paper available), the regional mobility of people and regional employment shocks from mass lay-offs in the private sector.
