Vocational education and training (VET) systems have potential to facilitate the integration of migrants. Their capacity to provide a pathway into successful careers is under intense scrutiny in several OECD countries, in particular following the arrival of large numbers of asylum seekers in Europe in 2015 and 2016. VET systems are typically designed around the needs of those embarking on the next stage of their education within the host country. So these systems may need to adapt and diversify their approaches so as to provide skills development that is relevant and useful for migrants and play an effective role in facilitating their integration into host countries. 

The objectives of this study are to:

• produce new insights into how vocational and professional education and training systems could adapt to more successfully integrate migrants into their host countries, so as to achieve better outcomes for both migrants and for economies as a whole; and
• provide tailored policy advice to countries on developing and implementing more effective policies and practices for integrating migrants so as to achieve better outcomes.

The study documents and analyses the recent experience of OECD countries in using vocational education and training systems to integrate migrants. The work will also:

• facilitate peer-learning within and between countries;
• identify promising practices and innovative approaches used by countries; and
• identify policy levers that could help vocational education and training systems play a stronger and more effective role in the integration of migrants.
