10 Years of Capacity Buiding
The 2022 Global Forum Capacity Building Report highlights ten years of progress and provides an update on the Global Forum’s capacity-building programme and outreach activities carried out in 2021. Despite challenging conditions, the Global Forum Secretariat managed to ensure the continuity of its capacity-building programme in 2021, while increasing its support to jurisdictions. The report sets out the technical assistance and trainings activities provided in the context of the COVID-19 pandemic.

With revenue mobilisation likely to play a central role in recovering from the economic consequences of the COVID-19 pandemic, jurisdictions, especially developing countries, are increasingly requesting technical assistance and other capacity-building offerings. Our activities are empowering countries in their fight against tax evasion and other illicit financial flows, and ultimately helping them enhance their domestic resource mobilisation.
Launched in 2011, the Global Forum capacity-building programme reached the 10-year mark in 2021. Responding to the growing share of developing jurisdictions, which now make up more than half of the Global Forum membership, the programme has intensified and expanded over the years to cover new areas.
