Taking an integrated approach to design, implementation and evaluation of local economic and employment development strategies and policies requires high-level skills and abilities. It implies a long-term, on-going partnership process in which local development actors (including ministries, local authorities, the social economy, professional and business organisations, academics and civil society) actively participate.
At the time when human resources are at the heart of economic growth, an enhanced capacity and better understanding of both local and global economic conditions are necessary prerequisites for effective responses to shifting economic, social and political conditions.
Integrated, locally-tailored approaches can be more effective in stimulating growth and tackling exclusion issues than one-size-fits-all, top-down and uncoordinated programmes. Effective local policy design and implementation can stimulate investments, build resilient labour markets, and improve entrepreneurial and business ecosystems.
It requires a deep understanding of how policies interact and how different levers can be combined for maximum impact.
A. Designing more effective strategies for local economic developmentThe activity will enhance capacities in the design, implementation and evaluation of local economic development strategies, including with respect to the delivery of EU ESI Funds programmes at the local level and in the context of remote communities. The work will contribute to the activity on Delivering Effective Local Economic Development in the LEED programme of work as well as that of the OECD Regional Development Policy Committee (RDPC).

B. Knowledge-sharing on local development strategies and practices among Latin America and the Caribbean (LAC) and OECD countriesThe Trento Centre manages the International Summer School on Community and Local Development to build capacity of policy officials and practitioners in the design and implementation of local economic development strategies in Latin America and the Caribbean (LAC). It organises capacity building sessions and manages learning tools which encourage the adoption of successful techniques in stimulating the various drivers of local development, such as entrepreneurship, social enterprises, micro-credit, innovation, skills development, social cohesion and inclusion and local governance. A community of practice provides a platform for government officers and practitioners to share experiences on socio-economic development throughout LAC.
