    Competition Law and Policy in Latin America

    Coverage and representativeness of Orbis data

    This paper describes the coverage and representativeness of Orbis, a commercial database of firm-level records across many countries. Such databases can provide key insights into global economic trends and shed light on how policies affect firms within and across countries. As a benchmark, the paper uses industry-level data from the OECD STAN dataset as well as micro-aggregated data from the OECD MultiProd and DynEmp projects, which draw on official microdata representative of the entire firm population. Results indicate that Orbis is more suitable for studies that: i) take a global perspective rather than make comparisons across countries; ii) analyse top performers and multinationals rather than underperforming firms; and iii) focus on mean performance or changes within firms rather than the entire firm distribution or entry and exit.

    SME Policy Index: Eastern Partner Countries 2020 - Assessing the Implementation of the Small Business Act for Europe

    The SME Policy Index: Eastern Partner Countries 2020 – Assessing the Implementation of the Small Business Act for Europe is a unique benchmarking tool to assess and monitor progress in the design and implementation of SME policies against EU and international best practice. It is structured around the ten principles of the Small Business Act for Europe (SBA), which provide a wide range of pro-enterprise measures to guide the design and implementation of SME policies. This report marks the third edition in this series, following assessments in 2012 and 2016. It provides a comprehensive overview of the state of play in the implementation of the ten SBA principles, and monitors progress made since 2016. It also identifies remaining challenges affecting SMEs in the Eastern Partnership (EaP) countries and provides recommendations to address them based on EU and international good practice examples. The 2020 edition also features a novelty: An assessment of three new dimensions going beyond core SME policy (competition, contract enforcement and business integrity) looking at key structural reform priorities that are critical to establishing a level playing field for enterprises of all sizes and ownership types.

    OECD Peer Reviews of Competition Law and Policy: Mexico 2020

    Peer review is a core element of OECD work. This OECD report served as basis for the peer review of Mexico carried out by the OECD Competition Committee in December 2019. It describes and assesses the development of Mexico’s competition regime and the evolution of competition policy over the last few years, in particular since the 2013 reform.

    OECD Competition Assessment Reviews: Tunisia

    This review analyses regulatory barriers to competition in the sectors of freight transport and retail and wholesale trade in Tunisia, with the goal of helping Tunisian authorities make regulation more pro-competitive while fostering long-lasting growth. This report is based on a competition assessment of laws and regulations conducted by the OECD developing recommendations to promote the competitive and efficient functioning of markets under review. It also includes estimates of how the implementation of certain recommendations could impact the economy.
