Global Forum, CREDAF and AIST deliver workshop on cross-border assistance in recovery of tax claims

13/07/2023 - From 10 to 12 July 2023, 46 representatives from 18 countries convened in Noisy-le-Grand, France, for a workshop focused on cross-border assistance in tax recovery (CBAR). The event, hosted by the Direction Générale des Finances Publiques (DGFiP) and organised by the Secretariat of the Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum), the Cercle Réflexion Échange Dirigeants Administrations Fiscales (CREDAF) and the International Association of Treasury Services (AIST), served as a platform for collaboration and knowledge exchange on CBAR among tax authorities and treasury services.

During the workshop, participants engaged in fruitful discussions on various aspects of CBAR, including legal frameworks, information-exchange mechanisms and capacity-building initiatives. Four countries (Belgium, France, Senegal and Tunisia) shared their experience using practical examples. The diverse range of perspectives and experiences shared by attending jurisdictions helped unpack the complexities associated with international tax evasion and underline the significance of collaborative measures in combating it effectively.

By leveraging the outcomes of this workshop, participating countries are expected to strengthen their collective ability to combat cross-border tax evasion, ensuring the mobilisation of domestic resources. The knowledge, insights, and collaborations established during this event will serve as steppingstone for future endeavors in CBAR.

A Toolkit for Establishing a Function for Cross-Border Assistance in the Recovery of Tax Claims

The new Toolkit for Establishing a Function for Cross-Border Assistance in the Recovery of Tax Claims was presented to the participants. Delivering on its current mandate from the Africa Initiative members, the Global Forum published this toolkit to help tax administrations set up and benefit from this type of mutual assistance. It was launched on 6 July 2023, during the 13th meeting of the Africa Initiative, which was held in Cape Town, South Africa. French and Spanish versions will be published in the second half of 2023.

The Global Forum is the leading multilateral body mandated to ensure that jurisdictions around the world adhere to and effectively implement both the exchange of information on request standard and the standard of automatic exchange of information. These objectives are achieved through a robust monitoring and peer review process. The Global Forum also runs an extensive capacity-building programme to support its members in implementing the standards and help tax authorities make the best use of cross-border information sharing channels.
