Luis Delgado is the Deputy Director General of Modernisation & Promotion of University Research at the Ministry of Education. He has a long trajectory working on R&D for more than 30 years, first as a materials researcher (CIEMAT, Spain), then as manager of technological centres (Madrid Institute of Technology) and public research organisations (Geological and Mining Institute of Spain) and at national (DG Research in the Ministry of Education and Science of Spain) and international level, representing Spain in international committees, programmes and organisations (CREST, COST, CYTED, ICSU, FP6). From 2007-09, he co-ordinated the activities on the modernisation agenda for European universities at Directorate C: ERA: Knowledge Based Economy (DG Research, European Commission). He is author of more than 150 articles and papers in science, technology and innovation.
