    Recruiting Immigrant Workers: Australia 2018

    Australia has always been a nation of immigrants. More than one quarter of its population in 2015 was born abroad. Immigrants make an important economic and demographic contribution and help address skill and labour shortages. Labour migration is managed through a complex, but well-functioning and effective system which sets and respects annual migration targets. In recent years, the labour migration system has shifted from a mainly supply-driven system to a system where demand-driven migration represents close to half of the permanent skilled migration programme and demand-driven temporary migration has also risen sharply. In addition, two-step migration has gained ground in recent years. The review examines the implications of these changes for the composition of immigrants and their labour market outcomes. Moreover, it discusses recent changes in the tools used to manage labour migration and provides a detailed analysis on the impact of the introduction of SkillSelect on the efficiency of the system. Finally, the review discusses the extent to which the current labour migration system responds to the labour market needs of Australia's States and Territories.

    Just released: "Skills on the Move - Migrants in the Survey of Adult Skills"

    Drawing on data from the OECD Survey of Adult Skills (PIAAC), this report reviews the differences in migrants’ characteristics and considers how they relate to the actual skills migrants possess. It examines the relationship between migrants’ skills and their labour and non-labour market outcomes in host countries and sheds new light on how migrants’ skills are developed, used and valued in host country labour markets and societies.

    Divided Cities - Understanding Intra-urban Inequalities

    This report provides an assessment of spatial inequalities and segregation in cities and metropolitan areas from multiple perspectives. The chapters in the report focus on a subset of OECD countries and non-member economies, and provide new insights on cross-cutting issues for city neighbourhooods, such as the patterns of segregation across income groups, migrant concentration and diversity across cities of different sizes, the role of public transport accessibility in widening intra-city inequalities, and the expected path dependency on outcomes related to segregation. The report also discusses methodological alternatives for measuring different dimensions of inequality and segregation across cities, and highlights the role of public policies in bridging urban divides and the relevance of the scale of analysis in order to make sound international comparisons.

    Illicit Financial Flows - The Economy of Illicit Trade in West Africa

    This report is a first step towards building a qualitative understanding of the way illicit or criminal activities interact with the economy, security and development of West African states. Going beyond a traditional analysis of illicit financial flows (IFFs), which typically emphasises the scale of monetary flows, the report examines the nature of thirteen overlapping, and oftentimes mutually reinforcing, criminal and illicit economies, with a view to identify their resulting financial flows and development linkages. In taking this approach, this report identifies the networks and drivers that allow these criminal economies to thrive, with a particular emphasis on the actors and incentives behind them. As a conclusion to this work, this report proposes a series of policy considerations to assist countries to prioritise and focus their responses to reduce the development impacts of IFFs. Resolving the problem of IFFs requires responding to underlying development challenges, and tackling all parts of the problem in source, transit and destination countries.

    Addressing Forced Displacement through Development Planning and Co-operation - Guidance for Donor Policy Makers and Practitioners

    Despite the increasingly protracted nature of situations of forced displacement, development policy makers and practitioners have tended to overlook the longevity of displacement. Forced displacement has long been viewed primarily as an emergency humanitarian issue by providers of development co-operation and the focus of the international community has predominantly been on addressing the immediate protection and short-term humanitarian needs of forcibly displaced persons. However, with increasing levels of new and protracted displacement, and key commitments such as the 2030 Agenda, donors are looking at the role of development actors and financing in supporting sustainable and comprehensive solutions to forced displacement. This Guidance, therefore, provides a clear and practical introduction to the challenges faced in working in situations of forced displacement, and provides guidance to donor staff seeking to mainstream responses to forced displacement into development planning and co-operation. While recognising that donor policies and responses are constantly evolving, this guidance proposes that donors responding to these situations prioritise three broad areas of work, where they can best contribute to existing capacities at the national, regional and global levels. It also identifies twelve actions, grouped under four key principles, outlining what donors can do to reinforce the capacities of key actors to respond to refugees and Internally Displaced Persons at the national, regional and global levels, and to advance comprehensive solutions.

    Interrelations between Public Policies, Migration and Development in Cambodia

    Interrelations between Public Policies, Migration and Development in Cambodia is the result of a project carried out by the Cambodia Development Resource Institute (CDRI) and the OECD Development Centre, in collaboration with the Ministry of Interior and with support from the European Union.  The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education and investment and financial services – and, in turn, how sectoral policies affect migration. The report addresses three dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances and return. The results of the empirical work confirm that even though migration contributes to the development of Cambodia, the potential of migration is not fully exploited. One explanation is that migration only appears to a very limited extent in the National Strategic Development Plan. Many policy makers in Cambodia do not sufficiently take migration into account in their respective policy areas. Cambodia therefore needs to adopt a more coherent policy agenda to do more to integrate migration into its National Strategic Development Plan, improve co-ordination mechanisms and strengthen international co-operation. This would enhance the contribution of migration to development in the country.
