Rethinking and modernising international rulemaking to design better policies for the 21st century
Global trends and challenges are increasingly affecting the lives of citizens worldwide, with some benefitting more than others. In many areas policies designed in isolation are insufficient, contributing to the growing mistrust of citizens in their governments. International action is key to contribute to domestic policymaking, increase its evidence-basis and reinforce democratic deliberation. This session will kick-off the 8th Annual meeting and launch the Compendium of International Organisations’ Practices (IO Compendium), the first common tool developed collaboratively by some 50 IOs to improve the quality of their outputs. The high-level speakers will place the IO Compendium in the broader context of global governance today and comment on its role clarifying the landscape of international instruments, and its relevance to support more resilient, innovative and inclusive international rulemaking.

Protecting people and the planet in times of crises: how to increase resilience of international rulemaking?
The Covid-19 pandemic has underlined more than ever that the global governance system is only as effective as its weakest link. IOs have proved essential to support governments as platforms for exchange of scientific and regulatory information at the heights of the crisis. And yet, as the global health crisis persisted and was increasingly accompanied by social and economic crises, mistrust among citizens in national and international institutions grew as they felt drastic disruptions to their freedom of movement and access to essential goods and services. There is a pressing need for increased co-ordination among international actors for the development of rapid solutions to support constituencies in times of crisis, managing threats for citizens. Drawing from the successes and bottlenecks of international rulemaking during the global health crisis, this session will outline key lessons to enhance the inclusiveness, impact and agility of international rulemaking to protect people and the planet in times of crisis.
