The Partnership of international organisations for effective international rulemaking (IO Partnership) is a voluntary platform that brings together secretariats of 50 IOs and a broad range of stakeholders, including governments, the private sector, civil society and academics to foster co-operation in international rulemaking, that emerged from the work of the OECD Regulatory Policy Committee. Recognising similarities and respecting differences of each IO’s rulemaking process, the IO Partnership aims to build greater confidence among domestic regulators and legislators that international instruments meet their policy aspirations and needs, and support greater uptake in the national legal framework.


The IO Partnership aims to support:

  • International instruments which are effective => Results.
  • International instruments which are efficient => Save times and money.
  • International instruments which are trusted and transparent => Supported and understood.


Meeting annually since 2014, the IO Partnership reflects on issues central to the international rulemaking processes, including implementation, impact, inclusiveness, and co-ordination. Through surveys, regular exchanges and focused working group activity, a series of comprehensive analytical reports have been produced.

Academic Friends of the Partnership

In November 2017, a selected group of academics gathered at the OECD Headquarters to discuss its potential collaboration with the IO partnership in its substantive areas of work. The discussions confirmed the appetite for such co-operation between the Academic friends of the IO partnership – a flexible and open advisory group– and the IOs, notably through targeted support to the activities of the partnership’s working groups. The establishment of this group aims to facilitate the exchange of relevant information on international rule-making between the two communities and to provide a forum where further (bilateral and other) cooperation opportunities may be raised.
