Peru

This review assesses Peru’s pension system in its entirety, looking at both public and private, pay-as-you-go (PAYG) financed and funded pension provisions. The review then provides policy options to help tackle old-age poverty; establish a solid framework for the contributory pension system to meet its objectives; improve the coverage and level of pensions; and optimise the design and improve the regulation of the funded private pension component. A further goal of these proposals is to improve the Peruvian population’s trust that the country’s pension system will be able to deliver secure retirement income in old age. The review is the fifth in a series of country reviews of pension systems [Ireland (2014), Mexico (2016), Latvia (2018), and Portugal (2019)]. These reviews provide countries with policy options that will help them improve the functioning of their overall pension system. Tailored policy options are proposed based on the specificities of the national pension system, and on international best practices regarding reforms, design and regulation of pension systems.

This report looks at Peru's progress in adopting regulatory impact analysis (RIA). Based on an analysis of how regulations are issued in five Peruvian ministries, it evaluates the extent to which the building blocks of an RIA system are in place. The report offers recommendations for accelerating the adoption of international practices and the establishment of a comprehensive RIA system in Peru.

This digital government study explores the state of the digitalisation of the public sector in Peru. It addresses recent efforts to build an institutional and legal framework to support the digital transformation of the public sector. It also discusses the design and delivery of, and access to, public services, and the role that digital technologies can play in improving them. Finally, this report assesses the state of data governance and open data in Peru’s public sector.

The present report on Peru is part of the series on 'Investing in Youth', which builds on the expertise of the OECD on youth employment, social support and skills. This series covers both OECD countries and countries in the process of accession to the OECD, as well as some emerging economies. The report provides a detailed diagnosis of youth policies in the areas of social, employment, education and training policies. Its main focus is on young people who are not in employment, education or training (the 'NEETs'). Earlier reviews in the same series have looked at youth policies in Brazil (2014), Latvia and Tunisia (2015), Australia, Lithuania and Sweden (2016), Japan (2017), and Norway (2018).

Their organisational culture, behaviour and governance are important factors in how regulators, and the sectors they oversee, perform. The report uses the OECD Performance Assessment Framework for Economic Regulators to assess both the internal and external governance of Peru's Energy and Mining Regulator (Osinergmin). The review discusses Osinergmin's achievements and good practices, analyses the key drivers of its performance, and proposes an integrated reform package to help the regulator prepare for the future.

As 'market referees', regulators contribute to the delivery of essential public utilities. Their organisational culture, behaviour and governance are important factors in how regulators, and the sectors they oversee, perform. This report uses the OECD Performance Assessment Framework for Economic Regulators (PAFER) to assess both the internal and external governance of Peru's Supervisory Agency for Private Investment in Telecommunications (OSIPTEL). The review acknowledges OSIPTEL's achievements and good practices, analyses the key drivers of its performance, and proposes an integrated reform package to help the regulator prepare for the future.

The Environmental Performance Review programme of the Organisation for Economic Co-operation and Development (OECD) provides independent assessments of countries’ progress in achieving their domestic and international environmental policy commitments, together with policy-relevant recommendations. The reviews are conducted to promote peer learning, enhance governments’ accountability to each other and to the public, and to improve countries’ environmental performance, individually and collectively. The OECD has been conducting these reviews since 1992, supported by a broad range of economic and environmental data. Each cycle of the Environmental Performance Reviews covers all OECD member countries and selected partner countries. The most recent reviews include: Colombia (2014), Spain (2015), Brazil (2015) and Chile (2016). The Economic Commission for Latin America and the Caribbean (ECLAC) has promoted environmental reviews in Latin America and the Caribbean, in cooperation with the OECD, and has undertaken similar assessments in the states of Amazonas and Acre in Brazil. This is the OECD’s first Health System Review of Peru. It seeks to support Peru’s policy goal to attain universal health coverage by 2021, and build a high-performing health system with continuously improving accessibility, quality, efficiency and sustainability. Peru’s health care system is confronting a complex set of challenges. The population faces persistent rates of infectious diseases, alongside an increasingly heavy burden of non-communicable disease. Governance must simultaneously grapple with how to assure basic access – universal health coverage has still not been achieved, for instance – while prioritising efficiency and value for money, and improving care quality. This Health System Review of Peru makes a number of recommendations to strengthen performance of the health system, with a particular focus on the government-subidised health system – the Sistema Integral de Salud. Using examples of best practice drawn from OECD and Latin American health systems, the Review addresses how Peru can promote access to high quality care and achieve universal health coverage; take a more strategic approach to funding, budgeting, and purchasing; and become a data-driven health system that puts people at the centre.
