    Recruiting Immigrant Workers: Canada 2019

    Canada has not only the largest in terms of numbers, but also the most elaborate and longest-standing skilled labour migration system in the OECD. Largely as a result of many decades of managed labour migration, more than one in five people in Canada is foreign-born, one of the highest shares in the OECD. 60% of Canada’s foreign-born population are highly educated, the highest share OECD-wide. The recent introduction of Express Entry, a two-step selection system based on an initial pre-sreening of suitable candidates who enter a pool by Expression of Interest and subsequent selection of the most skilled candidates from the pool, has further enhanced the competitive edge of the selection system relative to other countries. It also ensures that those with the skills to succeed are admitted to Canada in a quick and efficient way. Core to Canada's success is not only the elaborate selection system itself, but also the innovation and infrastructure around it, which ensures constant testing, monitoring and adaptation of its parameters. This includes a comprehensive and constantly improving data infrastructure, coupled with the capacity to analyse it, and swift policy reaction to new evidence and emerging challenges.

    Making Dispute Resolution More Effective – MAP Peer Review Report, Canada (Stage 2) - Inclusive Framework on BEPS: Action 14

    Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by Canada, which is accompanied by a document addressing the implementation of best practices which can be accessed on the OECD website.

    Responding to Rising Seas - OECD Country Approaches to Tackling Coastal Risks

    There is an urgent need to ensure that coastal areas are adapting to the impacts of climate change. Risks in these areas are projected to increase because of rising sea levels and development pressures. This report reviews how OECD countries can use their national adaptation planning processes to respond to this challenge. Specifically, the report examines how countries approach shared costs and responsibilities for coastal risk management and how this encourages or hinders risk-reduction behaviour by households, businesses and different levels of government. The report outlines policy tools that national governments can use to encourage an efficient, effective and equitable response to ongoing coastal change. It is informed by new analysis on the future costs of sea-level rise, and the main findings from four case studies (Canada, Germany, New Zealand and the United Kingdom).

    Indigenous Employment and Skills Strategies in Canada

    This report looks at a range of key labour market, economic and social indicators related to Canada’s growing Indigenous population, which comprises First Nations, Inuit and Métis. In 2016, there were over 1.6 million Indigenous People in Canada, accounting for 4.9% of the total population, which is a significant increase from 3.8% in 2006. The report looks at the implementation of the federal government’s Indigenous Skills and Employment Training Strategy through in-depth analysis across four case study areas, including 1) the Centre for Aboriginal Human Resources and Development in Winnipeg, Manitoba; 2) Community Futures Treaty Seven in Calgary, Alberta; 3) MAWIW Council in Fredericton, New Brunswick; and 4) Kiikenomaga Kikenjigewen Employment and Training Services (KKETS) in Thunder Bay, Ontario. The report highlights critical success factors to better link Indigenous People to high quality jobs while also providing recommendations regarding future labour market and skills programming for Indigenous People in Canada.

    OECD Development Co-operation Peer Reviews: Canada 2018

    The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review.

    Gender Equality in Canada - Mainstreaming, Governance and Budgeting

    Canada has a long-standing commitment to gender equality and an increasingly ambitious agenda to create a truly inclusive society. Recently, the Government of Canada has been strengthening the federal framework for the governance of gender equality policies by developing institutions, policies, tools and accountability structures. This OECD review of gender equality in Canada makes a number of recommendations to further develop this governance framework. It also assesses Canada’s progress in gender budgeting and provides recommendations for developing a more comprehensive, systematic and sustainable approach.
