Mr. Erozan was born in Bursa, Turkey on 14 March 1950. He received a degree in Political Sciences from the University of Ankara in 1973.

The same year he entered the Ministry of Foreign Affairs and served as Third Secretary and then Second Secretary at the Department for Political Affairs. In 1975, Mr. Erozan completed his military service before returning to his position at the Ministry. In December 1975 he was posted to the Permanent Delegation of Turkey to UNESCO where he served as Second Secretary. From 1978 to 1980, Mr. Erozan was Second Secretary then First Secretary at the Turkish Embassy in Kinshasa, Zaire. In 1980 he returned to Ankara, where he was appointed Head of Section at the Directorate of the European Communities. From 1982 to 1986, Mr. Erozan served at the Permanent Delegation of Turkey to NATO as First Secretary and subsequently as Counsellor. From 1986 to 1989, he was a Political Advisor at the NATO Secretariat. In 1989, Mr. Erozan returned to the Ministry in Ankara where he was appointed Head of Section and Head of the Department for Relations with Soviet Union and East European Countries. From 1991 to 1995 he served as Counsellor and then First Counsellor, Deputy Head of Mission at the Turkish Embassy in Moscow. Upon his return to Ankara in 1995, he was appointed Head of the Department for Multilateral Economic Affairs. Subsequently he was promoted to Minister Plenipotentiary, in 1997, holding the post of Deputy Director-General for Relations with Slavic, Central Asian and Caucasian Countries. In 1998, Mr. Erozan was appointed Ambassador of Turkey to Sarajevo, Bosnia and Herzegovina. Then, from 2003 to 2004 he was Head of the Tashkent Centre of the Organisation for Security and Cooperation in Europe. In June 2004, he was appointed Chief Legal Advisor of the Ministry in Ankara with the rank of Ambassador. 

From December 2004 until his appointment as Permanent Representative of Turkey to the OECD, Ambassador Erozan was Deputy Under-Secretary at the Ministry of Foreign Affairs in Ankara.
